INTRODUCTION: Human Resources will screen applications and supplemental questionnaires. The successful candidate may be required to pass a job-related physical evaluation.

The ideal candidate for this position would possess at least five years of progressively responsible experience in managing/coordinating project activity for business transformation activities; have experience in a lead, project management, or key subject matter expert role on finance and/or accounting systems improvement projects; exhibit strong written and oral presentation skills; and hold a demonstrated record of working collaboratively with various departments and different levels of employees.

GENERAL PURPOSE

Under direction, performs a variety of advanced professional duties in planning, leading, coordinating and implementing continuous improvement initiatives for District/SNWA financial and accounting systems and processes; leads and participates with key stakeholders in evaluating financial systems and processes to identify opportunities for improvement and lead in their implementation; serves as Finance Department project manager and liaison with Information Technology for development and installation of new systems and other technology solutions; and performs related duties as assigned.

DESIRED MINIMUM QUALIFICATIONS

Knowledge of:

Principles, practices and terminology of general, fund and governmental accounting, including financial statement preparation and methods of financial control and reporting; provisions and pronouncements of accounting standards, including GAAP, GASB and GFOA applicable to the work; principles and practices of cost accounting; internal control and audit principles, practices and procedures; cost accounting methods and procedures; laws and regulations relating to the financial administration of public agencies; principles and practices of public agency budgeting; advanced uses and operations of financial systems and tools; research methods and statistical and financial analysis techniques; general principles, methods and techniques of business process reengineering and systems analysis and design; principles and practices of information technology applicable to accounting and financial analysis and reporting; group facilitation methods and techniques; project management principles, processes, methods and tools; principles and practices of effective business communication; general human resources policies and practices applicable to the exercise of team leadership.

Ability to:

Analyze varied and complex systems and process issues and problems; apply critical thinking skills to develop a big picture conceptual framework for conducting finance and accounting system, process and practice improvement projects and initiatives; evaluate options and alternatives, reach sound conclusions and make appropriate recommendations on complex financial operations and systems of internal control; understand, interpret, explain and apply local, state and federal law, codes, ordinances and regulations and professional accounting standards regulating District/SNWA financial accounting, reporting and recordkeeping; work collaboratively with department managers and staff and technology professionals to formulate integrated technology solutions to finance and accounting systems and process issues and enhancements; lead and facilitate cross-functional teams; negotiate understanding and build consensus agreements; perform project management and program coordination responsibilities for projects of varying size and scope; set priorities and balance responsibilities for multiple projects and initiatives to ensure timely, high quality results; exercise sound independent judgment within established guidelines; communicate clearly, effectively and courteously; prepare clear comprehensive reports, documentation and other written materials; use tact and diplomacy when dealing with sensitive, complex and/or confidential issues and situations; establish and maintain highly effective working relationships with all levels of department and Information Technology staff, consultants and others encountered in the course of work.

Training and Experience:

A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in accounting, finance or a closely related field; and at least five years of progressively responsible professional accounting experience, preferably in a large government agency or utility; or an equivalent combination of training and experience. An advanced degree in accounting or finance is highly desirable.

Experience in a lead or project management role on finance and/or accounting systems improvement projects is preferred.

Licenses; Certificates; Special Requirements

A valid Nevada driver’s license and the ability to maintain insurability under the District’s Vehicle Insurance Policy.

License as a Certified Public Accountant, other professional accounting or finance certification, project management certification or certification in process improvement techniques such as Lean Six Sigma Black Belt is desirable.
