Description

The Lead School Certifying Official (SCO) works with Park University staff, faculty, and students to ensure that Military and Veteran student’s experiences align with the vision, mission, and core values of Park University. The Lead SCO works with the Senior Director of Campus Center Operations and the Warrior Center SCO team to ensure all Veteran Affairs educational certifications and invoices are submitted in a timely and accurate manner. The Lead SCHO assists the military and veteran market by providing expertise in VA Educational benefits, record keeping, analysis, and training of staff.

Position Accountabilities

Accountabilities

1. Research and Analysis (15%) - Serve as a student information specialist with a primary focus on day-to-day operations at Park Home, Online, and select Campus Centers. Performs regular statistical data research of VA certifications, invoices and overall portfolios for each of these campus centers. Engages with University staff to educate on VA debts and VA regulatory expectations. Perform statistical data compilation on Military and Veteran Educational benefits and develops solutions or alternate methods of proceeding as required. Prepare reports of findings and share data graphically and translating complex findings into written text to educate internal University stakeholders.

2. Processing Records Information (25%)- Manage student records and correspondence with Veteran Affairs in order to maximize efficiency and minimize any errors in accounting, invoicing or documentation. Compile, audit, and verify information within student records for Veteran Affairs Educational Compliance surveys/inspections with no major deficiencies. Ensure a 95% accuracy rate by conducting periodic internal reviews of all military and Veteran student files. Manage department records and data and maintain financial records of Global Warrior Center.

3. Prepare and Monitor Files (25%) - Gather data and prepare reports of findings of student files to include validating degree audits and tuition and fee rates to ensure students are certified correctly for VA Educational benefits. Collect and properly process required Military and Veteran student documentation to ensure student files are updated and correct. Monitor student information system for accurate reporting of student funding, tuition rates, and military status. Assists internal and external auditors and conducts reviews of student accounts.

4. Monitor Market Trends and Changes (15%) -Monitor and communicate changes in policy, trends, and information of Veteran Affairs Educational benefit fiscal policies and procedures. Monitor federal and non-federal funding regulations for changes to policy and regulation. Provide information to the University at large on academic compliance issues and requirements related to these changes.

5. Liaison (15%)- Establish and maintain effective and coordinated working relationships with local, state, and federal agencies and entities that serve Veteran students of Park University. Provide invoicing and accounting information to Vocational Rehabilitation counselors and Park University accounting personnel in a timely manner to ensure prompt payment for tuition, fees and book purchases of students.

6. Training (5%) - Provide training to Park University faculty and staff members on Military VA Educational benefits to include the application process, and the process of certification of all Military and Veteran students.

Scope

The Lead SCO oversees delivered services and certification of educational benefits of all Military and Veteran students for the Campus Center, Parkville, Gilbert, and Distance populations. The Lead SCO coordinates with the Senior Director of Campus Center Operations and student work studies to ensure all required invoicing, reporting, and daily clerical tasks are completed in a timely manner. Responsible for daily operations and hospitality.

Organization

The Military and Veteran Funding Analyst reports to the Senior Director of Campus Center Operations. This position may oversee part-time VA student work study students.

Challenges and Opportunities

Position Requirements:

· Bachelor’s degree required. Master’s degree preferred.

· Two years of related experience required.

· Experience using Tungsten invoicing portal.

· Experience using IBM Cognos data analysis software, Microsoft Outlook, Google Drive, Microsoft Excel communication and data management software and Salesforce customer relationship software.

· Proficiency in creating reports, sorting and organizing market data sets, and the ability to explain results.

· Ability to prepare research outcomes from data reports and manage multiple data sets while maintaining quality assurance.

· Capacity to updating and maintaining personnel records while maintaining operational security of student personally identifiable information.

· Experience in resolving payment issues between multiple parties.

· Ability to effectively organize, plan, and prioritize various tasks.

· Ability to pivot between interpersonal communication and problem solving and data entry tasks.

· The successful candidate will have experience working with students from diverse backgrounds and cultures.

· Applicants should have strong interpersonal communication skills, and cross-cultural sensitivity.

Physical Requirements

· Physical ability and flexible schedule to travel to Park University campus centers located in 21 states.

· Physical ability to operate computer, software, and telephone as needed for meetings with distance students, staff, and faculty.

· Ability to navigate the Parkville campus (including academic and commercial underground, residential facilities with no elevators, Labor Hall, and other buildings) as needed to meet with faculty, staff, and students. Ability to provide workshops and facilitate meetings – face-to-face and online.
