KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
1. Lead the operational aspect of General Food Assistance (GFA) activities through providing project management support and ensuring compliance with WFP standards and procedures; including accountability to affected populations (AAP) and feedback mechanisms.
2. Oversee monthly e-Voucher distributions and ensure its full implementation through coordinating with internal teams and external partners and in compliance with the organization control mechanisms.
3. Lead the rapid response of General Food Assistance (GFA) activities, including pre-positioning and emergency preparedness, in close coordination with local authorities and partners in order to respond to emergency needs.
4. Support expansion of innovative initiatives like Fresh-Food Corners (FFC) and e-voucher activities in close coordination with internal teams, external partners and the local authorities.
5. Develop sound relationships with the key government stakeholders, including RRRC office, CiCs, DC office, UNOs and other government officials as relevant to the General Food Assistance (GFA) activities, and provide their feedback to Head of Programme and the management.
6. Manage partnerships with General Food Assistance (GFA) Cooperating Partners (CPs), facilitate the Field Level Agreement (FLA) process, evaluate their performance and raise the key issues.
7. Support the capacity strengthening of CPs – particularly of Local NGOs -, organize periodic workshops to solicit their feedback and document their key lessons learned. Provide guidance to CPs on WFP operational practices and monitoring tools to complete self-monitoring tasks and ensure the WFP visibility in the field.
8. Sustain and manage the Refugees Food Security Committees (RFSC) in the camps to ensure participatory approach, consultations with communities and to improve the quality of General Food Assistance (GFA) and other WFP programmes. Act as a point of contact for resolution of a range of operational queries and problems in relation to General Food Assistance (GFA) or any matter related to the implementation of the Targeting Prioritization Exercise and its smooth execution.
9. Act as Community Feedback Mechanism (CFM) Supervisor for General Food Assistance (GFA) related Issues. Through the corporative platform (Sugar CRM) ensure that Issues Resolution Focal Points deliver timely, complete, and high-quality resolutions to all cases referred through the Community Feedback Mechanism and/or Monitoring, while providing direct resolution and documentation support in the absence of focal points to strengthen programme implementation and accountability. Mainstream perspectives of AAP, Gender, Protection, and Disability Inclusion to ensure incorporation into programming to minimize risks for the target population.
10. As Activity Manager (AM) General Food Assistance (GFA), lead and motivate the GFA Operation Team with varying skill sets and experience to enable high performance. Guide and mentor General Food Assistance (GFA) staff, play as a role model of them, and support their on-the-job training and capacity-development.
11. Support external and internal missions to visit the camps in close coordination with local authorities, partners and with WFP’s relevant units.
12. Perform any other duty as required, related to General Food Assistance (GFA).
QUALIFICATIONS AND EXPERIENCE:
Education: Completion of Advanced University Degree (Master’s or equivalent) is required. Education in International Affairs, Economics, Public Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international humanitarian/development assistance.
Experience: Minimum 7 years’ experience in the humanitarian sector in planning, design and implementation of humanitarian or development programmes.
Language: Fluency in written and spoken English.

Desired Skills and Experience:
- Experience in planning, design and implementation of humanitarian or development programmes with relevant work experience at the country or implementation level in developing countries;
- Experience in the design, implementation and evaluation of in-kind food, cash and voucher transfers;
- Experience in managing a team and building effective partnerships in humanitarian and development contexts;
- Experience in the design, implementation and evaluation of in-kind food, cash and voucher transfers.
- Knowledge of WFP corporate assistance transfer platform, tools and guidelines is an asset.
- Demonstrated experience on community feedback mechanisms to assess programme effects, unintended consequences, accountability, and protection risks.
- Demonstrated experience on cash-based food assistance and use of relevant digital solutions (e.g. building blocks, SCOPE, etc.)
