Finance Director

Under the general direction of the City Manager, responsible for the overall financial management of the City. Supervises the daily operations of the Finance Office and manages the Treasury and Property Assessing function in compliance with local, state, and federal statutes.PRIMARY DUTIES & RESPONSIBILITIES:

1. Oversees the daily operations and functions of the Finance Office, including all accounting, payroll, and finance staff procedures, systems, policies, and transactions for the City. Additionally, coordinates financial management with the Holland Board of Public Works, and oversees and supports regional entities including: Herrick District Library, Macatawa Area Express Authority (MAX) and West Michigan Airport Authority (WMAA).
2. Serves as the City Treasurer in accordance with City Charter. Manages the Treasury function including cash management, billing and collections, investment of funds, and the pursuit of delinquent accounts in support of policies mandated by the City Manager and City Council and performs the functions of the Treasurer under Holland City Charter section 6.6.
3. Manages the Property Assessing function including managing real and personal property assessments to ensure compliance with all state and county assessment policies and procedures. 
4. Oversees the staff and personnel functions of all programs and operations of the Finance Department, including hiring, reviewing work, scheduling training, administering performance evaluations, coaching, discipline, etc.
5. Administers the annual budget, including the preparation of schedules, worksheets, and estimates of financial position for various funds.
6. Responsible for preparing and reporting the long-term financial forecast in conjunction with the long-term capital planning and budgeting processes.
7. Develops and administers comprehensive annual financial reports, monthly operating reports, and capital project reports.
8. Manages and administers the cash and investment policies of the City, Herrick District Library, Macatawa Area Express Authority (MAX) and West Michigan Airport Authority (WMAA).
9. Supports the administration of Brownfields, including required financial reporting and developer reimbursement process.
10. Researches, analyzes, develops, and implements various financially related projects, processes, and /or programs as necessary in support of assigned goals and objectives.
11. Researches, develops, and implements various finance-related software and hardware to ensure efficiency of financial information management.
12. Reviews financial operations, processes, and internal controls with the City’s contracted independent auditors and various state and federal agencies to ensure compliance and with Holland City charter section 6.8.
13. Administers Debt and participates in the financing for budgeted capital projects and other special projects and/or programs.
14. Administers General Liability property, casualty and Auto Insurance Programs and collaborates with Human Resources regarding Health, Dental, Workers Comp, and Income protection insurance programs. 
15. Functions as Purchasing Coordinator including supervision of bid process, and compliance with purchase requirements outlined in the Purchasing Ordinance and oversees disposition ofassets.
16. Serves on the Smart Zone Board in a capacity to ensure a high degree of fiduciary sensitivity as exercised by other board members, including administering the financial reporting, budgeting, and board administration.
17. Serves as the Chief Administrative authority for the Holland Energy Trust Board in assisting them to administer the funding in a sound manner, including the preparation of the annual IRS form 990.

OTHER DUTIES & RESPONSIBILITIES:

1. Purchasing Coordinator.
2. Performs other duties as assigned.

JOB QUALIFICATIONS:

1. The job requires knowledge acquired through the completion of a bachelor’s degree in accounting, finance, or a related field. A master’s degree and/or Certified Public Accountant (CPA) is preferred.
2. Six to eight years of experience in government finance and treasury functions, including supervisory responsibility.
3. Interpersonal skills necessary to manage the activities of a diverse group of employees and to work productively with all levels of City staff.
4. Strong written and verbal communication skills required. The ability to create and give presentations to a variety of groups, including City Council. 
5. Leadership skills necessary to formulate plans, provide strategic direction and guide the Department toward operational success.
6. Mental ability to frequently handle pressures related to working on projects requiring attention to detail, meeting deadlines, and simultaneous management of multiple projects.
7. Physical ability to frequently sit in one position for extended periods of time and occasionally lift/push/carry items weighing up to 20 pounds.
