Description of Work
The Assisted Living Surveyor serves as a Facility Compliance Consultant within the Adult Care Licensure Section, conducting regulatory oversight of licensed adult care homes, assisted living facilities, and overnight respite programs. The position performs independent and team‑based onsite inspections to determine compliance with state rules and statutes, analyzes survey findings, and documents results in a clear and legally defensible manner. It provides technical assistance to facilities, potential providers, and county departments of social services responsible for routine monitoring and complaint investigations. The role requires extensive communication with facilities, interdisciplinary team members, and the public while managing field‑based responsibilities across a multi‑county region.This position is home‑based in the Central region of NC and applicants should reside in Alamance, Caswell, Chatham, Durham, Franklin, Granville, Orange, Person, Vance, Warren, or adjacent counties. Applicants who do not live in these counties but are willing to relocate will also be considered.
The Assisted Living Surveyor also requires frequent travel and may include overnight stays depending on the inspection schedule. Surveyor may utilize a state vehicle if available, a rental vehicle or their personal vehicle for travel. Travel expenses, including food, lodging, and transportation, are compensated by the State of North Carolina at the NC Office of State Budget and Management’s established rates.
Key Duties Include:
- Conduct onsite inspections of adult care homes, assisted living facilities, and overnight respite programs to assess compliance with licensure rules and statutes.
- Analyze survey findings and determine compliance status, documenting conclusions in a clear and legally defensible format.
- Provide technical assistance to facilities and prospective providers regarding regulatory requirements and corrective actions.
- Deliver regulatory oversight and consultation to county Departments of Social Services involved in monitoring and complaint investigations.
- Communicate effectively with facility staff, interdisciplinary team members, DSS personnel, and the public through clear verbal and written exchanges.
- Review and apply relevant state and federal laws, rules, and standards when conducting surveys and making compliance determinations.
- Perform field‑based inspection activities that require frequent regional travel and occasional overnight stays.
- Maintain organized documentation, manage inspection schedules, and meet deadlines associated with regulatory surveys and reports.
- Evaluate facility operations, care environments, and personnel practices to identify non‑compliance and recommend appropriate corrective actions.
- Collaborate with interdisciplinary licensure teams to ensure consistent regulatory oversight across assigned counties.

Advance proficiency conducting onsite inspections and compliance surveys of adult care homes and assisted living facilities, including evaluating operations, reviewing care practices, and documenting findings in a legally defensible manner.
Strong skill applying state and federal statutes, rules, standards, and regulatory procedures to assess licensure compliance and determine the seriousness of deficiencies.
Demonstrated experience composing clear, concise, and grammatically accurate investigation reports and correspondence to support regulatory decision‑making and communication with facilities and county DSS staff.
Intermediate proficiency using Windows and MS Office applications to complete electronic documentation, maintain organized survey records, and produce written materials required for regulatory workflows.
Expertise in managing high‑volume fieldwork through effective scheduling, time management, and prioritization to meet frequent deadlines across a multi‑county survey territory.

Physical Requirements:
Must be able to lift/carry personal luggage and work materials/equipment (20-50 pounds).
Must be able to walk long distances throughout the day and stand for periods of time in order to conduct survey activity.
Must have the ability to drive independently for statewide travel as assigned and always possess an active, unrestricted driver’s license.
About the Division of Health Service Regulation (DHSR):
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
About the Adult Care Licensure Section (ACLS):
The Adult Care Licensure Section (ACLS) oversees the licensing and regulatory administration of adult care homes, family care homes, assisted living facilities offering multi‑unit housing with services, and overnight respite services in certified adult day programs. The section issues and renews administrator certificates and approvals for adult care and family care home administrators. ACLS conducts initial and annual inspections, renews licenses, and takes administrative action when facilities fail to comply with state rules and statutes. It assists with complaint investigations, provides technical support to county departments of social services, reviews and approves multi‑unit assisted housing registrations, and delivers statewide training for providers and county DSS partners. ACLS operates through seven survey teams across the East, Central, and West regions, with consultants—including nurses, dieticians, pharmacists, and social workers—responsible for regulatory oversight across multiple counties.
