An Administrative Services Manager position is available with the City of Fort Worth Water Department/ Plant Operations Division. The selected candidate will oversee, supervise and manage administrative staff, including HR functions, warehousing and budget development and management. This position will also manage and coordinate purchasing operations, including procurement and contract management. And ensures effective collaboration with other divisions and or departments; and provides comprehensive administrative support to senior management.

Minimum Qualifications: 

  • Bachelor’s degree from an accredited college or university with major course work in public administration, business administration, human resources or related field
  • Four (4) years of increasingly responsible administrative and operational experience in support of a department, division or major service area
  • One (1) year in a supervisory or lead capacity

Preferred Qualifications:

  • Knowledge of Municipality purchasing policies and procedures
  • Experience with Asset Management Systems
  • Experience PeopleSoft/ ERP Financial Supply Chain Management
  • Annual warehouse inventory
  • Two (2)  years’ experience with State and City procurement regulations, evaluating complex contractual requirements

The Administrative Services Manager job responsibilities include: 

  • Supervises and coordinates administrative staff; assigns, prioritizes and monitors work activities. Maintains standard operating procedures and provides guidance to staff on complex operational and administrative matters
  • Provides oversight of divisional HR and workforce administration. Advises management on personnel policies and procedures; and partners with Human Resources to address staffing, classification, compensation, and employee-related matters
  • Participates in the division's budget and fiscal activities; develops and monitors annual operating and capital budgets; prepares budget projections, forecasts, and supporting documentation; monitors expenditures; analyzes financial trends. Coordinates budget adjustments to ensure resources are aligned with operational priorities
  • Oversees procurement and inventory operations by authorizing purchase requests to ensure full compliance with State and City requirements and by directing high‑level oversight of warehouse inventory to maintain accurate stock levels and support critical operational continuity
  • Oversees and manages assigned contracts; prepares complex proposals and monitors contract performance, expenditures, renewals, funding availability, compliance requirements and service delivery. Coordinates with other divisions and departments to resolve sensitive and controversial issues
  • Monitors and approves requisitions, purchase orders, and expenditures to ensure all purchases are conducted in compliance with State and city approved policies and procedures
