Job Summary
As a Senior Document Control Specialist, you will establish and administer the document control framework for Development and E&C projects, including standards, procedures, workflows, document numbering, metadata requirements, revision control, registers, transmittals, retention, and closeout requirements.
This role supports accurate, compliant, and audit-ready project documentation by maintaining strong version control, data integrity, timely workflow execution, reporting, and coordination across project developers, project managers, engineers, contractors, vendors, and other stakeholders.
The position is based in Downtown Houston with a hybrid work model of 3 days in the office and 2 days from home.
Key Responsibilities
Document Control Governance & Records Management
- Establish, implement, and maintain document control systems and official systems of record for Development and E&C project documentation, including classification standards, metadata, document numbering, revision control, distribution, retention, and archiving.
- Maintain Master Document Registers, Vendor Document Registers, turnover registers, transmittal logs, and controlled repositories to support accurate tracking, retrieval, reporting, and project closeout.
- Administer document-control requirements at each project phase gate and handoff, ensuring documentation readiness across project lifecycle transitions from Development through Engineering, Procurement, Construction, Commissioning, COD, and Operations.
- Manage control and traceability of key project records, including engineering deliverables, vendor documentation, RFIs, technical submittals, design changes, field records, inspection and commissioning records, redlines, and turnover packages.
- Develop and manage turnover and closeout documentation requirements, including as-built records, OEM manuals, warranties, permits, certificates, test records, and final record packages.
- Support audits, compliance reviews, and internal checks by providing accurate, traceable, and timely documentation records.
Document Workflows, Reviews & Approvals
- Create, manage, and monitor document workflows to support timely submissions, reviews, approvals, and closeout of project documentation.
- Coordinate document submissions and review cycles with project developers, project managers, engineers, contractors, vendors, and internal stakeholders.
- Maintain document control dashboards and reports to monitor turnaround times, approval status, overdue actions, and workflow bottlenecks.
- Ensure stakeholders work from current, approved, and compliant project documentation.
Process Support, Training & Continuous Improvement
- Implement and uphold Development and E&C document control procedures across applicable projects.
- Provide guidance and training to project team members on document control processes, taxonomy, naming conventions, numbering requirements, metadata standards, workflow expectations, and document retrieval.
- Identify and implement improvements to document control processes, workflow visibility, reporting accuracy, and stakeholder compliance.
Qualifications
- Must be eligible to work for any U.S. employer without the need for sponsorship now or in the future.
- 7+ years of progressive document control experience supporting large capital projects, preferably in utility-scale renewable energy, power generation, EPC, or infrastructure environments.
- Experience maintaining document registers, transmittal logs, controlled repositories, workflows, and version-controlled project records.
- Proven experience implementing or administering an EDMS or project document management platform, including folder architecture, metadata, permissions, revision control, reporting, workflows, and user support.
- Experience coordinating document reviews, approvals, and stakeholder follow-up across cross-functional project teams.
- Strong attention to detail, organizational skills, data accuracy, follow-through, and ability to manage competing priorities in a multi-project environment.
- Familiarity with project documentation requirements, controlled document procedures, vendor documentation, audit support, compliance processes, and closeout documentation.
Preferred Qualifications
- Associate or bachelor’s degree in business administration, records or project management, or related field.
- Experience in renewable energy or large-scale infrastructure projects.
- Familiarity with engineering drawings, technical specifications, vendor documentation, development documentation, permitting documentation, inspection records, quality dossiers, turnover packages and closeout records.
- Experience supporting multi-project portfolios across Development and E&C teams.
- Demonstrated experience developing or implementing document control procedures and systems in a new or evolving project organization is strongly preferred.
