The P&R Maintenance Manager performs responsible supervisory and administrative work planning, overseeing, and managing of maintenance services of City Parks and Recreation buildings, parks, aquatic facilities, playgrounds (city and school), and vehicles/equipment. Reports to the Deputy Director of Parks and Recreation.
The preferred hiring amount for this position is between $75,286.10 - $94,306.90 annually. Starting offer is based on applicable education, experience, and internal equity. This position is also eligible for the following retirement benefits:
- Vacation Leave: 3.09 hours accrued bi-weekly (increases with YOS).
- Sick Leave: 4.62 hours accrued bi-weekly, approx. 120 hours per year with no limit on accumulation.
- 13 Paid Observed City Holidays
- 1 Floating Holiday which must be taken during the fiscal year (July 1 - June 30)
- Choice of retirement plan:
- Defined Benefit Pension Plan: Provides a monthly benefit upon retirement, calculated using a defined formula based on earnings history, years of service, and age. The plan includes a 5-year vesting period and requires an employee contribution of 5% of salary.
- Defined Contribution 401a Plan: Employer makes fixed contributions to an individual account, which are invested, and returns are credited to the account. The account balance is used to provide retirement benefits. Vesting occurs at 33% after one year, 67% after two years, and 100% after three years of service. No salary contribution is required.
- Voluntary 457 Deferred Compensation Plan
- Eligibility to purchase prior service credit under the Defined Benefit Plan.

- Manages all aspects of maintenance services, through subordinate supervisors, related to parks and recreation buildings/facilities including but not limited to general repairs, installations, preventative maintenance, aquatic maintenance, playground maintenance, and vehicle/equipment maintenance.
- Oversees maintenance project management, work orders, and overall preventive maintenance procedures. Reviews workload needs, prioritizes work, reviews workforce and fiscal resources, and determines if work order should be handled in-house or contracted through outside vendor.
- Supervises, coaches, trains, motivates, assigns, plans, and monitors work activities, and evaluates the performance of subordinate supervisors and employees within assigned division; interviews, selects, and administers disciplinary action to subordinate employees, in accordance with established personnel policy and procedures. Establishing professional standards for work quality, quantity, performance, and accountability.
- Assists subordinate supervisors with complex/problem situations and provides technical expertise, guidance, and leadership.
- Manages priorities, creating clear direction and expectations for staff and follows through to ensure achievement and accountability for delivering work orders on time.
- Stages maintenance and repair work projects; makes adjustments as needed.
- Schedules daily tasks for field and building maintenance crews.
- Oversees maintenance, repair, and servicing of the department’s equipment fleet, including coordinating outside vendor repairs and ensuring timely resolution of fleet issues.
- Serves as an administrator of the P&R asset management system.
- Coordinates with other staff on capital improvement projects transitioning into ongoing maintenance operations, ensuring continuity of care for facilities and assets; Recommends and/or implements major upgrades/renovations.
- Assists with Contract development, enforcement, and opportunities, including but not limited to Requests for Quotes (RFQ), Invitation for Bids (IFB) and other improvement projects by making recommendations on scope of work, design specifications, cost, scheduling, etc.
- Ensures compliance with all City policies/procedures and department standards of all staff within division; as well as local, state, and federal laws, codes, and regulations.
- Effectively handles, investigates, and resolves complex/difficult citizen comments, complaints, and/or issues. Analyzes and responds to citizen requests and complaints; initiates corrective actions. Responds, prioritizes, and initiates action to inter-departmental complaints and work requests.
- Oversees the tracking inventory of equipment and operating supplies.
- Prepares and performs general administrative duties such as various reports; project status and needs; time sheet review/approval; work order review; and monitoring building automation system.
- Reviews and monitors assigned expenditures; tracks and approves payments. Assists in developing division annual budget for Parks Division.
- Participates in the development of short- and long-term goals and objectives of division.
- Operates a vehicle in the performance of duties.
- May be required to work weekends, nights, holidays or to be called back to work in weather or non-weather emergencies or as needed to provide necessary services to the public.
- Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.

- Performs additional duties to support operational requirements as apparent or assigned.
- Associate Degree or Trade/Technical School training in building or facilities management or related field AND at least 6 years of experience in building maintenance and project management, including 2 years of supervisor or administrative/managerial experience.
OR
- High School diploma or GED AND at least 8 years of experience in building maintenance and project management, including 2 years of supervisor or administrative/managerial experience.
OR
- An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
- Certified Pool Operator or Aquatic Facility Operator certification within 90 days of hire.
- Must obtain and maintain a valid Virginia driver’s license and acceptable driving record according to city criteria.
- Required to successfully pass a pre-employment background check and pre-employment drug screen.
- Experience in all areas of carpentry, plumbing, electrical, and painting/drywall, masonry/concrete, and general maintenance.
- Certified Maintenance & Reliability Professional (CMRP), Facility Management Professional (FMP), or other similar certification.
