Job Description:

Parsons is seeking an experienced Senior Project Controls Manager to lead all project controls functions for the assigned Project. Acting as a senior member of the project team, you will provide strategic oversight of planning, scheduling, cost control, risk management, change management, claims, reporting, governance, and performance management while supporting the FIDIC Engineer in contract administration and project performance assessments.

What You'll Be Doing

• Lead the overall project controls strategy, governance, and integrated controls team.

• Oversee planning, scheduling, cost control, forecasting, risk, and change management activities.

• Support FIDIC contract administration including claims, EOTs, variations, and contractor submissions.

• Monitor project performance against schedule, budget, KPIs, and risk registers.

• Develop executive dashboards, reports, and performance assessments for senior stakeholders.

• Manage interface coordination across contractors, authorities, operators, and project teams.

• Ensure integration of BIM, digital delivery, and project controls systems.

• Support testing, commissioning, handover, and closeout activities.

What Required Skills You'll Bring

• Bachelor's Degree in Engineering, Construction Management, Quantity Surveying, Project Management, or related field. Master's Degree preferred.

• PMP, PSP, CCP, MRICS/FRICS, AACE, or equivalent certifications preferred.

• 15+ years of project delivery experience.

• 10+ years managing integrated project controls teams on major capital projects.

• Strong GCC/Saudi Arabia experience.

• Extensive knowledge of FIDIC contracts, claims, risk, change, and commercial controls.

• Experience in sports venues, entertainment, infrastructure, aviation, or mixed-use developments preferred.
