Description
Overview
JOB TITLE: Oracle Cloud Infrastructure (OCI) Engineer
GOVERNMENT AGENCY: Department of State
POSITION INFORMATION: Full-Time Position; Government contractor supporting federal agency clients
LOCATION: Washington, DC (Hybrid); 3 days onsite and 2 days remote per week
BENEFITS: Health, Dental and Vision, 401(k), Flexible Spending Account (FSA), 11 Paid Federal Holidays, PTO, education reimbursement
CLEARANCE: Must have an active Interim Secret security clearance, with eligibility to obtain a Top Secret clearance. ITC will sponsor and support the Top Secret upgrade.
ITC Federal, LLC (ITC) connects technology advancements in automation and AI, customer experience, and financial services to solve government mission challenges, enabling smoother operational efficiency and bolstering national security. We leverage the latest technology innovations and proven approaches to better serve the mission and support the DHS, DOJ, and DoW workforce, customers, and programs, regardless of scale or complexity. ITC is located in Fairfax, VA and offers outstanding compensation and benefits plan and a challenging and rewarding professional work environment.
ITC is seeking an Oracle Cloud Infrastructure (OCI) Engineer to help the U.S. Department of State modernize and operate secure, scalable cloud environments where OCI is the platform, not the footnote. The OCI Engineer will design, deploy, and secure the Department’s OCI environment across compute, networking, storage, and database—including the tenancy and compartment model and the Terraform and Ansible code that defines it—and will serve as the escalation point when complex issues arise. This role carries design authority: the OCI Engineer architects the VCNs, sets the compartment and policy model, and chooses the IaC patterns the program builds on.
WHY THIS ROLE:
- Your rarest skill becomes the whole job. Tenancy and compartment design, VCN architecture, IaC, and the database tier—deep OCI, daily, at enterprise scale, not a side system kept alive between AWS tickets.
- Design authority, not just operations. You set the network architecture, the compartment and policy model, and the IaC patterns—no one re-decides them in a document you never see.
- A sponsored Top Secret clearance. You start with a Secret; ITC processes and supports the upgrade. The clearance stays with you for the rest of your career and compounds with your OCI depth.
- Escalation point, not ticket-taker. Complex OCI problems come to you, with the access and authority to fix them rather than route them onward.
- A mission you can explain. The environments you run directly support the Department of State.
Responsibilities
RESPONSIBILITIES:
- Architecture & Deployment
- Design, deploy, and manage OCI services across compute, networking, storage, and database.
- Architect Virtual Cloud Networks (VCNs) end to end, including subnets, route tables, gateways, security lists, network security groups, load balancers, and the peering or FastConnect paths that connect the environment to on-premises and external systems.
- Design the tenancy and compartment model, including the IAM policies, dynamic groups, and least-privilege boundaries that hold it together as additional teams onboard.
- Support cloud migrations and enterprise modernization alongside security, development, and operations teams, keeping legacy systems running while they move.
- Infrastructure as Code
- Develop and maintain Infrastructure as Code (IaC) with Terraform and Ansible, including OCI Resource Manager where appropriate.
- Build reusable modules and repeatable patterns that keep the environment consistent as it grows, so each new landing zone matches the first.
- Prevent configuration drift by keeping deployed infrastructure and the code repository in sync.
- Security & Compliance
- Implement cloud security practices aligned to federal frameworks, including NIST, FISMA, and FedRAMP.
- Configure the controls that enforce them, including OCI Vault and key management, Bastion for privileged access, Cloud Guard, Security Zones, audit logging, and network isolation.
- Support the security team through accreditation and continuous monitoring by maintaining the architecture artifacts and evidence assessors require.
- Performance, Cost & Reliability
- Monitor system performance and maintain high availability across OCI environments, including the database tier.
- Optimize cost through right-sizing, storage tiering, and validating that workloads are provisioned to actual need.
- Troubleshoot and resolve complex OCI issues, serving as escalation support for the broader team.
- Containers & Orchestration
- Run and support containerized workloads on Oracle Container Engine for Kubernetes (OKE) and Docker.
- Own the operational layer, including cluster upgrades, cluster networking, and container registry and image management practices.
- Documentation
- Maintain clear, current documentation of architectures, configurations, and operational processes that any team member can use during an incident.
Qualifications
REQUIRED:
- 5+ years of experience as a cloud engineer, including 2+ years of hands-on experience in Oracle Cloud Infrastructure (OCI).
- Strong working knowledge of OCI compute, storage, IAM, networking, and database services.
- Proficiency with Infrastructure as Code tools such as Terraform, Ansible, or equivalent.
- Experience with cloud security, compliance, and monitoring in a regulated environment.
- Familiarity with Oracle Container Engine for Kubernetes (OKE) and Docker.
- Strong problem-solving skills and sound judgment supporting mission-critical systems.
- Bachelor's Degree in Computer Science, Information Technology, or a related field from an accredited University, or equivalent hands-on experience.
- Ability to work onsite in Washington, DC three days per week.
PREFERRED:
- Oracle Cloud Infrastructure Architect certification (Associate or Professional).
- Experience with Autonomous Database, Exadata Cloud Service, or OCI database migration.
- Hands-on experience with OCI Resource Manager, Cloud Guard, or Security Zones.
- Hybrid or multi-cloud experience integrating OCI with on-premises systems or another hyperscaler.
- Experience with CI/CD pipelines, DevOps practices, and automation frameworks.
- Experience supporting the Department of State or another federal civilian agency.
- Working knowledge of federal IT security standards and the accreditation process.
- An active Top Secret clearance.
SECURITY CLEARANCE REQUIREMENTS:
- Must have an active Interim Secret security clearance and be eligible to obtain a Top Secret clearance. ITC will sponsor and support the Top Secret upgrade, including guidance for candidates who have not previously been through a TS adjudication.
- U.S. Citizenship is required due to the nature of this government contract.
WORK ENVIRONMENT AND PHYSICAL DEMANDS: This is a hybrid position based in Washington, DC, with three days per week onsite and two days remote. The onsite requirement is driven by the operating environment and the teams this role supports and is a standing condition of the position. As the escalation point for complex OCI issues, the engineer may occasionally be called on outside normal business hours.
