What you’ll do as Program Director:

As Program Director, Cape and Islands, you will provide administration, oversight, monitoring, and management of the Supportive Services for Veteran Families (SSVF) Program serving Cape Cod and the Islands. SSVF is a U.S. Department of Veterans Affairs program that assists veterans and their families who are experiencing or at risk of homelessness through homelessness prevention, rapid re-housing, case management, and supportive services. The Program Director will supervise SSVF staff serving the region and provide leadership and guidance in case management, housing stabilization, and outreach activities to help veterans achieve and maintain permanent housing. The Program Director will oversee day-to-day program operations, establish and maintain program procedures, monitor performance and grant outcomes, and ensure services are delivered in accordance with SSVF requirements and VOAMASS standards.

A key responsibility of this position will be leading and participating in outreach efforts throughout Cape Cod and the Islands to identify and engage veterans who may be eligible for SSVF services, particularly veterans experiencing homelessness or housing instability. The Program Director will develop and maintain strong relationships with community partners, hospitals, Continuums of Care, housing authorities, emergency shelters, veteran service organizations, and other providers to strengthen referral pathways, increase awareness of SSVF services, and connect veterans and their families to housing and wraparound supports.

Program Director Key Responsibilities:

  • Oversee, guide, and provide weekly supervision to SSVF case managers and other assigned program staff.
  • Develop and maintain program policies, procedures, and practices for the training, supervision, and monitoring of case management and outreach activities.
  • Promote and reinforce the SSVF homelessness prevention and rapid re-housing model of service delivery for veterans and their families.
  • Oversee day-to-day program operations and maintain consistent communication and support for program staff.
  • Ensure program operations comply with SSVF requirements, VOAMASS policies, and all applicable funding and regulatory requirements.
  • Lead and actively participate in outreach and engagement activities throughout Cape Cod and the Islands to identify and connect veterans experiencing or at risk of homelessness with SSVF services.
  • Develop and maintain strong relationships with community-based organizations, hospitals, Continuums of Care, housing authorities, emergency shelters, veteran service organizations, and other referral partners.
  • Attend and actively participate in community meetings, outreach events, and regional initiatives to increase awareness of SSVF services and strengthen coordination of housing and supportive services.
  • Build and sustain a strong referral network that generates a consistent and measurable flow of appropriate referrals into the program.
  • Oversee outreach activities, schedules, referral tracking, and related data to evaluate outreach effectiveness and identify opportunities to expand program reach.
  • Communicate with the SSVF program office, technical assistance providers, VA partners, and other stakeholders; respond to program concerns and contribute to planning and coordination efforts.
  • Develop and maintain systems to monitor program performance and assess the effectiveness of homelessness prevention, rapid re-housing, case management, and outreach activities.
  • Ensure required program records, documentation, data, and reports are accurate, complete, and submitted in a timely fashion.
  • Review and approve temporary financial assistance (TFA) in accordance with SSVF requirements and VOAMASS policies.
  • Ensure veteran eligibility for SSVF services is determined and documented in accordance with SSVF requirements.
  • Monitor program outcomes, identify performance or service delivery gaps, and implement corrective actions and program improvements as needed.
  • Perform other duties as assigned.

The Program Director role is about making a difference in the lives of the people we serve. As Program Manager, you’ll bring the following qualifications:
