The Union Payroll Specialist plays a critical role in supporting accurate, timely, and compliant payroll administration for IME's union and prevailing-wage work. Working across Payroll, HR, Operations, Project Accounting, and the General Superintendent, this position helps translate collective bargaining requirements, wage determinations, finalized MOU terms, and project-specific labor requirements into accurate payroll setup, reporting, and remittance. The Specialist also serves as a subject matter expert for union and certified payroll compliance, helping IME identify discrepancies early, meet reporting obligations, and maintain audit-ready documentation.

What You'll Do

OCIP / CCIP Compliance

  • Coordinate and oversee OCIP and, where applicable, CCIP reporting for active projects in accordance with contract requirements. Maintain comprehensive wrap-up program records and proactively manage reporting deadlines across multiple concurrent projects.

Union Dues, Benefits & Trust Reporting

  • Independently administer union dues, fringe benefits, and trust fund contributions in accordance with applicable collective bargaining agreements, including calculation, payroll deductions, remittance, and maintenance of current rates and schedules by local or union.
  • Perform detailed reconciliations of union deductions and contributions against payroll activity before submission, researching discrepancies and coordinating corrections before they create payroll or compliance issues.
  • Monitor and proactively manage scheduled CBA wage and fringe escalation dates outside of active MOU negotiations and coordinate timely payroll system updates so changes take effect as required.
  • Serve as the primary payroll subject matter expert and point of contact for union trust fund audits, compiling contribution, dues, and supporting payroll records and coordinating responses to auditor requests.

Certified Payroll & Prevailing Wage Compliance

  • Coordinate and ensure compliance with weekly and as-required certified payroll reporting for prevailing-wage and public works projects, ensuring submissions are accurate, timely, and supported by appropriate documentation.
  • At project setup, analyze, identify and apply the appropriate wage determination, including determinations published through SAM.gov, and monitor for applicable modifications throughout the project so required rates remain current.
  • Continuously monitor project-level apprentice-to-journeyman ratios and other certified payroll requirements to support compliance with applicable contractual and legal standards.
  • Serve as the primary administrator of certified payroll reporting systems and portals, including LCP tracker and state-specific platforms, supporting user access, submission requirements, and ongoing reporting needs while maintaining audit-ready records.

Project & Payroll Rate Setup

  • Partner closely with Operations and Project Accounting to understand labor requirements for new union and prevailing-wage projects, then establish the appropriate wage rates, fringe rates, and job classifications in the payroll system before the first payroll run.

MOU Implementation & Union Coordination

  • Serve as the primary coordination point between the General Superintendent, Payroll, and HR to translate finalized union-specific MOU terms into clear payroll actions. Document and coordinate changes to wages, dues percentages, benefit and fringe contributions, and effective dates so payroll configuration reflects finalized terms.
  • Conduct detailed reviews of finalized MOU terms against current payroll system configuration, including JDE setup, and identify discrepancies early to help prevent payroll errors and potential retroactive pay adjustments.
  • Review union hiring hall and dispatch activity against payroll to support accurate classification, wage rate, and local assignment.
  • Escalate unresolved questions or contract-language ambiguities to the General Superintendent or HR rather than independently interpreting contract language, maintaining a clear distinction between payroll implementation and labor-relations ownership.

Cross-Functional Partnership

  • Facilitate effective cross-functional communication between Payroll and HR on union-related payroll matters and provide accurate and well-supported data and documentation needed to support union inquiries, audits, and reporting.
  • Recognize matters involving grievances, negotiations, or labor-relations interpretation and route them to the appropriate owner for resolution.

Additional duties as assigned.

What You'll Bring

Knowledge, Skills & Abilities

  • Demonstrated knowledge of certified payroll reporting, prevailing-wage requirements, collective bargaining agreement structures, and OCIP/CCIP programs, with the ability to apply those requirements in a payroll environment.
  • Strong attention to detail, organization, and follow-through, with the ability to manage competing deadlines and compliance requirements across multiple projects.
  • Proficiency with payroll systems and Excel; JDE experience is a plus. Experience with certified payroll reporting software and portals is preferred.
  • Strong written and verbal communication skills, with the ability to effectively translate complex payroll, compliance, and contractual requirements across Operations, HR, Payroll, and other stakeholders.

Demonstrated Accomplishments

  • Demonstrated successful experience coordinating union and prevailing-wage payroll requirements accurately and consistently while recognizing when contract interpretation, grievances, or negotiation matters require escalation to the appropriate owner.
  • Consistently maintains accurate, audit-ready reporting and documentation and proactively identifies discrepancies before they create payroll or compliance issues.
  • Builds strong cross-functional alignment so wage, fringe, dues, classification, and effective-date changes are understood and implemented consistently across Payroll, HR, and Operations.

Education & Experience

  • Associate’s Degree in Business, Accounting, or Finance, or a related field; or an equivalent combination of education and experience.
  • Demonstrated knowledge in payroll, including exposure to union and/or prevailing-wage environments, required.
  • Experience processing payroll within the electrical, construction or related industries is preferred.
