Description
Oversees the district’s capital projects fund; manages program revenues and expenditures and distributes resources. Provides strategic planning and leadership for the development, implementation, and monitoring of the district’s capital projects fund annual budget. Manages the capital projects fund accounting structure and project management financial system. Oversees the production of all capital project fund financial reports. Manages capital finance staff and directs cross-departmental capital fund business activities and operations. Provides counsel to the Assistant Superintendent of Finance and Executive Director of Capital Projects & Facilities on capital fund financial matters.

- Manages voter approved capital levy resources exceeding $4 billion; Allocates all capital levy funding resources; Delivers a balanced budget for each capital levy program annually and through program completion.
- In collaboration with the Executive Director of Budget and the Department of Technology Services, provides leadership, direction, and expertise in managing the development and adherence of the district’s capital fund annual budget exceeding $500 million; In collaboration with the Executive Director of Capital Projects and Facilities, manages, controls, and maintains the capital project funds multi-year cash flow ensuring district capital resources align with the district’s short and long-term capital levy initiatives and project schedules.
- Serves as the primary advisor for the district’s capital projects fund; Forecasts financial trends and identifies program variances; Provides guidance and recommendations to the Assistant Superintendent of Finance and other senior leadership regarding anticipated and forecasted revenues and financial concerns; Provides guidance and recommendations on capital project fund allowable expenditures in conformance with Governmental Generally Accepted Accounting Principles and Procedures, and State law.

- In partnership with the Director of Accounting, creates and maintains the districts capital fund project coding system in SAP; Directs capital accounting operations ensuring financial procedures and controls effectively support accurate and legally compliant fiscal activities.
- Oversees eBuilder’s cost module ensuring SAP integration is maintained and effective cost controls for every capital project is achieved; Evaluates systems of financial controls identifying and implementing improvements where necessary.
- Provides leadership and oversight for the design, development, and improvement of capital fund financial reports; Directs the capital finance division in the preparation of monthly, quarterly, annual, and special request financial reports for the School Board, all levels of district management, State and local government agencies, the BEX-BTA Oversight Committee, and the general public; Makes monthly budget and financial presentations to the BEX-BTA Oversight Committee.

- Directs and manages capital finance, three business and management analysts and two capital contract and invoice accounting specialists. Capital finance provides capital project financial management, orchestrates financial activities among departments and capital projects, and guides all internal and external project teams in the use and understanding of district financial systems and chart of accounts; Provides leadership, direction, and expertise to all project teams in managing day-to-day business operations including budget, contract, and invoice management.
- Serves as the capital department’s business manager creating and managing the capital department’s annual operating budget averaging $16.5 million. This includes calculating and budgeting annual staff & benefits and capital program operating costs. Negotiates eBuilder annual software license agreements; Provides cross-departmental leadership and support to non-capital department staff assigned to capital project business activities.
- In tandem with capital finance business analysts, monitors capital project expenditures (hard and soft costs) for conformance with adopted budgets, multi-year plans, and compliance with applicable laws, rules, and regulations; Identifies project variances when they occur; Initiates, reviews, and implements budget revisions including use of project and program contingency funds.
- In collaboration with the Grants Department, manages and oversees the cost reimbursement and revenue collections process for Grants, State Assistance, Federal and other non-levy capital revenue sources; Analyzes and estimates capital fund interest earnings and expenditure trends.

A typical way to obtain the knowledge and abilities would be:
Four (4) years of progressively responsible professional experience in construction financial management and budget development; four (4) years' experience in a setting with a comparable budgetary process as K-12 schools preferred; Bachelor's Degree in Construction Management, Public Administration, Business Administration, Finance, Accounting or related; additional qualifying work experience may substitute for the Bachelor's degree on a year-for-year basis; Master's degree in qualifying field may substitute for one year of qualifying work experience; or an equivalent combination of education and experience.
Any equivalent combination of education, experience and training that provides the relevant knowledge, skills and abilities to perform the work will be considered.
