Assistant Director, Great Lakes Inter-Tribal Epidemiology Center (GLITEC)
Position Summary
The Assistant Director provides programmatic-wide operational leadership for the Great Lakes Inter-Tribal Epidemiology Center. Working under the direction of the GLITEC Director, the Assistant Director coordinates programs, strengthens accountability for grants and deliverables, supports staff and program directors, and helps ensure that GLITEC services are responsive to the public health priorities of the Tribal Nations and urban Indian communities it serves. Travel throughout the Bemidji Area will be required. The location for this position will be in one of the GLITEC offices (Lac du Flambeau, WI; Madison, WI; Green Bay, WI; Minneapolis, MN; Ann Arbor, MI; Grand Rapids, MI).
The Assistant Director translates organizational strategy into coordinated action across GLITEC programs. The position oversees assigned program leaders and staff, monitors performance and grant requirements, promotes collaboration across teams and locations, and supports consistent administrative and operational practices. The Assistant Director acts on behalf of the GLITEC Director when delegated or during the Director's absence.
Essential Duties and Responsibilities
Organizational Leadership
· Assist the GLITEC Director in implementing strategic priorities, annual goals, and operational plans.
· Translate organizational priorities into clear TEC program expectations, timelines, and measures of success.
· Provide leadership and decision-making support to program directors and staff.
· Promote coordination among epidemiology, evaluation, public health practice, communications, emergency preparedness, environmental health, and other GLITEC functions.
· Identify operational risks, emerging needs, and opportunities program growth, new initiatives, partnerships, and funding that strengthen GLITEC’s capacity to address emerging Tribal public health priorities.
· Recommend policies, staffing approaches, and resource allocations to the GLITEC Director.
· Provide cross-program public health leadership to promote coordinated service delivery and reduce silos across funding sources and program areas.
· Support program directors in developing coordinated program areas, services, and priorities that respond to the needs of Tribal Nations and Urban Indian Organizations throughout the Bemidji Area.
· Serve as acting director when formally designated.
Program and Grant Oversight
Coordinate the implementation of GLITEC's portfolio of federally funded, state-funded, and other sponsored programs.
· Monitor program work plans, grant deliverables, performance measures, reporting schedules, and spending progress.
· Work with program directors and fiscal staff to identify and address performance, compliance, or budget concerns.
· Support timely, accurate, and consistent reporting to funders and organizational leadership.
· Facilitate coordination when activities, staff, data, or resources are shared across programs[KL2] .
· Coordinate program implementation across funding sources when activities support shared public health priorities, while maintaining compliance with the requirements of each funding source.
• Oversee coordination of technical assistance and program services to support responsive, consistent, and effective service delivery across the GLITEC service area.
· Support the development, review, and implementation of grant applications, continuation requests, and program budgets.
· Help ensure programs comply with funding requirements, organizational policies, and applicable laws and regulations.
· Maintain awareness of grant restrictions and help prevent unallowable, duplicative, or unsupported expenditures.
Staff Leadership and Supervision
· Directly supervise assigned program directors and staff.
· Establish clear expectations and support supervisors in holding staff accountable for performance and deliverables.
· Conduct regular supervisory meetings and complete timely performance evaluations.
· Coach program leaders in supervision, communication, problem-solving, and team development[KL3] .
· Mentor and develop program directors and other supervisors to strengthen program leadership, strategic planning, staff development, cross-program collaboration, and succession readiness.
· Assist with workforce planning, recruitment, onboarding, retention, professional development, and succession planning.
· Promote a respectful, collaborative, culturally responsive, and fair workplace.
· Help resolve cross-program workload, communication, and personnel concerns in coordination with the Director and human resources.
· Support distribution of responsibilities and appropriate backup coverage for essential functions.
Tribal and Community Responsiveness
· Support meaningful relationships with Tribal Nations, Tribal health departments, urban Indian organizations, and community partners.
· Help ensure GLITEC programs are guided by Tribal public health priorities and community needs.
· Promote respect for Tribal sovereignty, Indigenous knowledge, cultural protocols, and community-defined approaches to health.
· Support responsible stewardship of Tribal data and adherence to Tribal data sovereignty principles.
· Represent GLITEC at meetings, conferences, workgroups, and partner events when requested by the Director[KL4] .
· Develop and maintain collaborative relationships with Tribal, federal, state, academic, and other public health partners in coordination with the GLITEC Director and program leadership.
· Ensure program teams communicate respectfully and appropriately with Tribal leaders, community members, funders, and partners.
Quality Improvement and Organizational Operations
· Develop and maintain systems for tracking program progress, deadlines, staffing needs, risks, and corrective actions.
· Promote consistent procedures for project management, documentation, internal communication, and decision-making.
· Lead or support quality improvement initiatives across GLITEC.
· Use program, workforce, and financial information to identify trends and inform decisions.
· Coordinate with fiscal, human resources, information technology, communications, and administrative personnel.
· Support continuity-of-operations and emergency response planning.
· Help ensure organizational records and program documentation are complete, accurate, secure, and accessible to authorized personnel.
· Perform other duties consistent with the responsibilities of the position.
Decision Making Authority
Within authority delegated by the GLITEC Director, the Assistant Director may:
· Make routine operational and personnel decisions involving assigned programs and staff.
· Approve program activities, work plans, travel, leave, and expenditures in accordance with organizational policy.
· Convene program leaders and assign cross-program responsibilities.
· Require corrective action when deliverables, documentation, or performance expectations are not met.
· Represent GLITEC in internal and external meetings.
· Act on behalf of the Director during designated periods.
The GLITEC Director retains final authority for organizational strategy, major personnel actions, significant budget reallocations, Tribal and board relationships, funder commitments, and other matters reserved by organizational policy.
Minimum Qualifications
· Master's degree in public health, epidemiology, health administration, public administration, business administration, social or behavioral sciences, or a closely related field; an equivalent combination of relevant education and senior-level experience may be considered.
· At least five years of progressively responsible experience in public health, health administration, program management, grants management, or a related field.
· At least three years of supervisory or management experience.
· Demonstrated experience overseeing multiple programs, grants, projects, or interdisciplinary teams.
· Experience with budgeting, performance monitoring, grant deliverables, and funder reporting.
· Demonstrated ability to manage competing priorities and make sound operational decisions.
· Strong written, verbal, facilitation, and interpersonal communication skills.
· Ability to travel as required.
Preferred Qualifications
· Experience working with Tribal Nations, Tribal Epidemiology Centers, Tribal health programs, urban Indian organizations, or Indigenous communities.
· Knowledge of Tribal sovereignty, Tribal public health systems, and Tribal data sovereignty.
· Experience managing federal cooperative agreements or grants from agencies such as the Centers for Disease Control and Prevention, Indian Health Service, or National Institutes of Health.
· Experience supervising program directors, managers, epidemiologists, evaluators, or other public health professionals.
· Experience working with geographically distributed or hybrid teams.
· Experience with organizational planning, quality improvement, policy development, and management change.
· Knowledge of epidemiology, program evaluation, public health surveillance, or health data systems.

Working Conditions
The position operates in an office environment and requires extensive use of computers and virtual meeting platforms. Periodic travel, including overnight travel, may be required. Some meetings or activities may occur outside normal business hours.
This is a full-time exempt position based on skills and experience, with a pay range of $90,000 - $95,000 annually, depending on years of experience, relevant experience, education and populations you have worked with. The position location is referenced in the position summary. This position is not a remote position.
