Project Overview
The AFGHS-Jhpiego project is funded by the U.S. Department of State (DoS) to support the delivery of lifesaving, comprehensive maternal, newborn and child health (MNCH) and malaria services across Mainland Tanzania and Zanzibar. It aims to improve service and data quality, strengthen health-system integration and resilience, facilitate effective transition, and promote local ownership and accountability for sustained health outcomes.
Jhpiego works closely with the Ministries of Health in Mainland Tanzania and Zanzibar, the Reproductive and Child Health Section (RCHS), the National Malaria Control Programme (NMCP), the Zanzibar Malaria Elimination Programme (ZAMEP), and Regional Administration and Local Government (RALG) structures to align implementation with national priorities and strengthen locally led implementation and oversight.
The Technical Officer – Monitoring, Evaluation, Research & Learning (TO-MERL) provides field-level monitoring, evaluation, routine surveillance, and learning support for MNCH and malaria services where both are implemented within the same region. The role supports systematic collection, verification, analysis, and use of HMIS data to strengthen data quality, timely reporting, routine surveillance, performance management, and continuous learning.
Supervised by the Field Team Leader with technical oversight from the MERL Advisor, the TO-MERL serves as the field-based counterpart to Regional and District HMIS Focal Persons, supporting timely, accurate, and actionable use of data at regional, council, facility and community levels. The role operationalizes approved reporting guidance and MERL approaches at field level and supports the use of service delivery and surveillance data for micro-stratification, case-based management, emergency preparedness and response, and other data-driven interventions. The TO-MERL also contributes to learning and evidence generation to strengthen accountability and program performance.
The TO-MERL supports the progressive transition and institutionalization of project-supported community health approaches within routine government systems. Working with regional and council counterparts, the role strengthens local capacity and ownership, integrates community health activities into government plans, budgets, supervision, data, and accountability mechanisms, and identifies and addresses gaps that may affect continuity of services. The TO-CBHS supports government counterparts to increasingly lead, manage, monitor, and sustain community-based MNCH and malaria services beyond direct project support.

Responsibilities
- Support implementation of approved MERL plans, indicators, and reporting requirements at regional, council, and facility levels.
- Support routine malaria data collection, compilation, and reporting through national systems (e.g., DHIS2, eIDSR, UCS, MSDQI, MPDSR and other approved platforms).
- Support timely, complete, and accurate reporting to strengthen early warning, outbreak detection, and emergency preparedness and response.
- Support routine data quality checks, verification visits, and supportive supervision at health facilities led by Council Health Management Teams (CHMTs).
- Identify data discrepancies, support corrective actions, and document resolutions in collaboration with facility and CHMTs through data review meetings.
- Support adherence to national, Jhpiego and donor data quality and reporting standards.
- Support analysis and review of routine service delivery and surveillance data to identify trends, gaps, and performance issues.
- Support regional and council teams to use data for planning, targeting, micro-stratification, and quality improvement.
- Contribute to updating routine tracking tools, dashboards, and performance summaries.
- Support implementation of approved operational or applied research activities, including data collection and documentation.
- Contribute to identification of field-level learning questions and documentation of implementation experiences.
- Support ethical data collection and compliance with approved protocols and national requirements.
- Prepare routine MERL reports, data summaries, and field updates for submission via required digital reporting and visualization platforms.
- Contribute inputs to progress reports, learning briefs, success stories, and presentations.
- Maintain organized and accurate MERL documentation and records.
- Work closely with facility, council, and regional health teams to strengthen capacity for data collection, reporting, and use.
- Support data review meetings, mentorship sessions, and learning forums as assigned.
- Coordinate with field teams to align MERL activities with implementation plans.
- Strengthen regional and council capacity to progressively lead and sustain routine monitoring, reporting, data quality, analysis, and data-use functions through existing government systems.
- Support integration of project-supported MERL tools, indicators, dashboards, and data-review processes into government systems and routine planning, performance review, and accountability mechanisms.
- Support assessment and monitoring of transition readiness, including identification of MERL capacity and system gaps that could affect continuity of data collection, reporting, and use.
- Work with regional and council counterparts to develop and track actions to address identified gaps and progressively transition MERL functions from project-supported to government-led implementation.
- Document progress, lessons, and evidence related to institutionalization, government ownership, and sustainability of project-supported approaches.
Required Qualifications
- Bachelor’s degree in Monitoring and Evaluation, Biostatistics, Health Informatics, Data Science, Public Health, or a related field required.
- At least 5-6 years of relevant experience supporting monitoring, evaluation, routine surveillance, or data management in donor-funded health programs.
- Practical experience working with health information and surveillance systems (e.g., DHIS2, eIDSR, UCS or similar platforms).
- Experience conducting data quality checks, verification, and supportive supervision at facility and facilitating structured mentorship.
- Demonstrated ability to support routine data analysis and use for planning, performance monitoring, and decision-making.
- Experience supporting operational or applied research activities is an advantage.
- Familiarity with Tanzania’s health system and malaria reporting structures is preferred.
- Willingness to live in any location in Kagera and Pwani regions in Mainland Tanzania or Pemba and Unguja in Zanzibar.
- Ability to undertake regular travel within the assigned region and provide periodic support to other project-supported areas, as required.

- Strong written and verbal communication skills in English and fluency in Kiswahili required.
- Strong analytical, communication, and report-writing skills.
- Proactive, self-motivated, and able to work with minimal supervision.
- Experience in training facilitation, supervision, and quality improvement.
- Proficiency in MS Office applications.
- Strong teamwork and interpersonal skills.
