Description
Reporting to the Information Services Manager, under general direction, this position is responsible for configuring, programming, and maintaining the Supervisory Control and Data Acquisition (SCADA) systems within the City's Public Works infrastructure, and providing end user technical support in computer systems and software application. This position is also responsible for duties including, but not limited to, researching, recommending and implementing technologies relating to SCADA systems; installing, upgrading, and troubleshooting problems with network and workstation operating systems (e.g. personal computers, printers, scanners, etc.); planning and implementing the schedule of system upgrades; managing the Public Works departments mobile phones and mobile device management system; maintaining record of assets for personal computer inventory; recording all technical support through IT Service Management (ITSM) ticketing system; completing basic and advanced or non-routine repair to hardware; and performing routine file backups/file restoration for shared information processing systems.

- Configure, program, and maintain SCADA systems to ensure optimal performance and reliability.
- Diagnose and resolve complex issues related to SCADA hardware and software.
- Implement system upgrades and enhancements to improve SCADA functionality and efficiency.
- Programs PLC's and other controllers used in sodium hypochlorite production, caustic injection, the telemetry system, and well and lift station operation.
- Provide technical support for IT-related issues within Operations, including hardware and software troubleshooting.
- Record all SCADA and IT support interactions within the IT Service Management (ITSM) ticketing system, identifying when issues need to be escalated to other technical staff.
- Manage and maintain records of SCADA system assets and IT equipment within Operations.
- Conduct routine file backups and restoration for SCADA systems and IT equipment as per established policies and procedures.
- Develop and provide training to personnel on the operation and maintenance of SCADA systems and related IT equipment.
- Ensure network system access, security, and availability for SCADA and IT systems within Operations.
- Assist in the development and implementation of the City's overall SCADA system strategy. Assists the IS Manager with development of the City’s disaster recovery and business continuity strategic plan as it relates to SCADA systems.
- Make recommendations for the purchase of new SCADA equipment and IT hardware/software, providing cost analysis and suitability assessments.
- Monitor and report on the performance and security of SCADA systems.
- Supports the development of project schedules, plans, lessons learned and other key deliverables; facilitate the execution and completion of assigned deliverables and tasks, develop and execute training plans, and identify and report project issues, risks and other concerns by input and review of regular project status reports.
- Serves as a business stakeholder in project implementation to ensure application requirements align to the process models defined by Management and recommend changes to business requirements where applicable.
- Serves as a key advocate for end users during the project; gather and analyze input about overall change performance and document lessons learned and alterations made to the change management process.
Seven (7) years of recent professional increasingly responsible experience in the analysis, design, implementation, programming and support of complex computer systems or recent experience in SCADA programming management.

Associates Degree in Computer Science, Information Technology, or related field AND five (5) years of recent professional increasingly responsible experience in the analysis, design, implementation, programming and support of complex computer systems or recent experience in SCADA programming management. OR
Bachelor’s Degree in Computer Science, Information Technology, or related field AND three (3) years of recent professional increasingly responsible experience in the analysis, design, implementation, programming and support of complex computer systems or recent experience in SCADA programming management.* May have a combination of experience, education, and training that would substitute for the above
requirements.
PREFERRED QUALIFICATIONS:
- Specific certifications in SCADA systems, PC Technician, Microsoft, and ITIL preferred.
