This position will be an appointed position by the City of Tucson City Manager and will report to the Department of Housing and Community Development (HCD). The estimated timeline for the position is 12-18 months.The salary range for the position is $100,000 - $150,000 /annually depending on experience. The position is envisioned to be full-time, reporting to HCD at least two times a week; however, the terms are negotiable based on mutual agreement.

Position Objective:
Within 12-18 months, establish, secure approval for, implement, test, document and transfer a durable governance and operating framework for EPHD. The assignment is not complete with recommendations alone; the Interim Executive Director must leave EPHD with adopted tools, functioning routines, trained users, assigned owners and a practical transition plan.
El Pueblo Housing Development Background:
The City of Tucson is recruiting for a short-term, Interim Executive Director to create a strong foundation for the operations and long-term success of the non-profit, affordable housing development arm, El Pueblo Housing Development (EPHD). EPHD is a City-controlled, publicly accountable 501(c)3 nonprofit development entity that develops, finances, owns and preserves affordable housing, including Low Income Housing Tax Credit (LIHTC) properties. EPHD operates in close coordination with the City of Tucson Housing and Community Development Department (HCD) and relies on City staff and shared services for functions that may include legal, finance, procurement, human resources, information technology, facilities and risk management.
EPHD's corporate, project, partnership and property-level responsibilities are distinct from the City's, while many approvals, staffing relationships and controls are interdependent. Its expanding development pipeline and long-term owner and asset-management role require governance and financial and operating systems that are formal, repeatable, auditable and capable of continuing beyond any one employee or consultant.
Minimum Qualifications for the position include:
- At least 10 years of progressively responsible executive, nonprofit, affordable-housing, public-sector or organizational-development experience, including direct responsibility for institutional systems and Board-facing work.
- Working knowledge of nonprofit governance, fiduciary duties, public accountability, procurement, internal controls, GAAP-based accounting, budgeting, audits and tax/compliance calendars.
- Experience operating across a governmental/shared-services environment in which Board, department, centralized service and delegated staff authority must be clearly separated and coordinated.
- Ability to convert complex legal, financial and development requirements into practical policies, SOPs, dashboards, training, and decision materials.
- Strong facilitation, project-management, writing, change-management, and executive communication skills. Familiarity with Arizona governmental and nonprofit requirements is preferred.
- Independence from EPHD vendors and transactions, or full disclosure of actual or potential conflicts of interest acceptable to EPHD and the City.
- Demonstrated experience with LIHTC development is preferred.
