Job Description:

The Oregon Business Development Department dba Business Oregon has an exciting career opportunity for a permanent Human Resource (HR) Analyst 1 within our Human Resource Team! This position is the first-level into the HR Analyst series, which allows you to learn HR for the State of Oregon and build a strong foundation to further your HR career. What you will do!


  • Recruitment: Independently lead full‑cycle recruitments, including developing job announcements, posting advertisements, reviewing applications, and participating on interview panels while delivering excellent customer service to candidates and hiring managers.
  • Outreach and Networking: Champion the agency at career fairs and networking events to boost employer presence and attract top candidates. Engage with community partners and professional networks to identify new recruitment opportunities, promote agency values, and broaden talent sourcing channels.
  • Workday HR Processing and Learning Support: Maintain and process HR actions and personnel records in Workday include hire process, compensation, training, and ensure all data is accurate and compliant.
  • Onboarding: Work closely with employees and hiring managers for overall onboarding process. Coordinate and facilitate new hire onboarding, conduct orientations, ensuring compliance with organizational policies, and supporting employees through their transition into the workplace to promote a smooth and positive start.
  • Customer Service: Answer employees’ questions regarding Workday tasks, salary increases, performance appraisals, etc.
  • Staff Support & Engagement: Create a welcoming, friendly and open environment for staff.

 

Note: This position is eligible to work remotely approximately four days a week. The in-person work location will be in Salem.

The ideal candidate will possess the following skills:

  • State of Oregon HR Experience. Preference will be given to candidates with State of Oregon experience in HR Generalist functions, including, but not limited to recruitment, onboarding/New Employee Orientation, Workday, etc.
  • Recruitment: Demonstrated experience conducting full-cycle recruitments, including drafting job announcements, posting advertisements, screening resumes, coordinating interviews, preparing interview materials, interviewing candidates, and coaching hiring managers on hiring practices and policy requirements. 
  • Outreach: Experience and excitement for representing the agency at career fairs, mock interviews, Say Hey events, and other outreach or community engagement activities.
  • Workday HR Processing & Learning: Experience completing all HR‑related actions in the state’s HRIS system, Workday. Skills include strong technical skills with the ability to learn new technology and adapt as current systems are continually changing.
  • Collaborative Communication: Demonstrated experience working within cross‑functional teams, supporting colleagues, and building trust with individuals from diverse backgrounds. Strong communication skills (verbal and written) that foster positive relationships, effective coordination, and an inclusive team environment.
  • Initiative: Proactively coordinates their daily workflow based on the highest priority tasks. The ideal candidate looks for opportunities to streamline current work processes and develop new procedures for efficient workflow. Ability to work independently and be self-motivated.
  • Detail Oriented: Demonstrates a strong attention to detail and highly organized in a constantly evolving environment.
  • Confidentiality: Exceptional ability and experience maintaining confidentiality to the highest degree.

What you need to qualify:


A bachelor’s degree in human resource management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority.

 

OR

Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year Human Resource experience.

 

OR

 

Three years Human Resource paraprofessional or technical-level experience.


The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.                                              

 

Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.                                                     

 

Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.

The HR team ensures compliance with labor laws, oversees recruitment, employee relations, grievance resolution, and return-to-work programs, and implements performance management, training, and affirmative action initiatives.
