[What the role is]
The Assistant Director (Partnership & Engagement) leads ACD's communications, digital marketing, and community engagement efforts to raise the profile of PA's flagship arts and culture programmes, including Chingay and PAssionArts. This role drives integrated communications strategies across mainstream media and digital channels, while cultivating strategic partnerships and enabling active community participation through co-creation initiatives. Through this work, the role contributes directly to PA's mission of sparking community participation for a caring and united Singapore.[What you will be working on]
- Communications Strategy: Develop and implement the division’s integrated communications strategy across mainstream media and digital channels, ensuring consistent, timely, and impactful messaging for Chingay, PAssionArts, and other divisional programmes to strengthen public awareness and community reach.
- Digital Marketing & Content Management: Oversee the planning and curation of digital content across ACD's platforms, including the Chingay website and social media channels, managing the marketing and communications budget to optimise outreach effectiveness and audience engagement. Work with the team and vendors in the campaign execution and management of digital platforms.
- Vendor & Campaign Management: Manage appointed vendors in the execution of publicity and digital marketing campaigns, including performance monitoring and on-site survey delivery, to ensure quality, consistency, and achieve intended outcomes in all communications outputs.
- Community Engagement: Conceptualise and lead community engagement initiatives and co-creation programmes for presentation at Chingay and PAssionArts platforms, enabling active residents' participation and achieving intended social outcomes.
- Partnership Development & Stakeholder Engagement: Develop and grow a strategic network of partners and stakeholders to support ACD's programmes, identifying new collaboration opportunities and engaging opinion leaders to widen outreach, deepen community engagement, and gather ground feedback.
- Team Leadership & Governance: Guide and mentor junior officers in ACD on programme delivery, communications best practices, and procurement and administrative compliance, fostering a capable team aligned with PA's governance standards.
[What we are looking for]
Experience: At least eight to ten years of relevant working experience in communications, digital marketing, or media management, with at least three years in a supervisory role. Experience in community engagement, events management, or partnership development will be an advantage.
Skills (Must-have):
- Strong integrated communications and digital marketing capabilities, including content strategy, media relations, and campaign management
- Proven ability to manage vendors and external agencies to deliver quality communications outputs
- Proficiency in digital marketing tools, content management systems, and social media analytics platforms
- Strong project management skills with the ability to manage multiple workstreams concurrently under tight timelines
- Analytical mindset with the ability to interpret data and derive insights to inform communications and engagement strategies
- Excellent written and verbal communication skills in English
Skills (Good-to-have):
- Experience in partnership development and stakeholder engagement, particularly with community groups, grassroots organisations, or volunteers
- Familiarity with PA's programmes and operating environment, including Chingay and PAssionArts
- Willingness to support events and programmes outside of regular office hours, including weekends, as operationally required
