Description
The City of Bozeman is now accepting applications for a Community Development Technician III to support our Community Development Team. This position is a critical link in the agency’s service provision and will become an in-house expert in our electronic plans submission software, ProjectDox, overseeing intake and working with planners and building inspectors throughout the life of the project. The successful candidate will be a detail-oriented quick learner who has an interest in using technology to improve customer service delivery. Work Week: Typically, Monday - Friday from 8:00am - 5:00pm, including evening advisory board meetings three times per month.

- Provides customer service and technical assistance to the public, developers, contractors, architects, and business owners regarding community development processes.
- Provides information and guidance on municipal codes, policies, procedures, application requirements, and development standards.
- Processes fees, payments, and other financial transactions associated with permits, applications, licenses, or related services, as assigned.
- Maintains accurate electronic and physical records of permits, plans, inspections, development applications, and approvals.
- Prepares and issues permits, approvals, and related documentation.
- Routes applications to appropriate departments and agencies for review.
- Assists community development staff with development review processes, planning initiatives, and special projects as assigned.
- Conducts preliminary reviews of applications for compliance with zoning regulations and development standards.
- Updates permitting systems, databases, geographic information systems (GIS) records, and digital workflows to ensure accurate and accessible information.
- Collects, compiles, organizes, and analyzes data related to community development activities, programs, applications, permits, development trends, or other assigned projects.
- Prepares reports, summaries, spreadsheets, charts, graphs, presentations, and other materials to communicate data and support department operations and decision-making.
- Uses GIS and other technology to access, analyze, maintain, and communicate geographic and property-related information; interprets maps, plans, charts, graphs, and other technical materials.
- Prepares and distributes memorandums, meeting materials, public notices, and supporting documentation for projects and public meetings.
- Utilizes permitting, licensing, document management, GIS, and records management software systems to support department operations.
- Processes online applications and maintain digital workflows.
- Provides administrative support to the Community Development Board (CDB), Historic Preservation Advisory Board (HPAB), and other advisory boards as needed.
- Responds to citizens’ questions and comments in a courteous and timely manner.
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
- Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
- Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
- Performs other duties consistent with the role and function of the classification.
- Associate’s degree in Business or Public Administration, Business or Construction Management, Urban Planning, Architecture, Geospatial Information Systems (GIS), or closely related field, and
- At least 5 years of experience in planning, permitting, or construction administration reviewing technical documents for compliance with at least 3 years of customer service experience, or
- Any combination of equivalent experience and training which provides the scope of knowledge, skills, and abilities necessary to perform the work.
- Must possess a current valid Driver’s License and have the ability to obtain a Montana Driver’s License within 60 days of employment
- Must possess or have the ability to obtain ICC Permit Technician Certification within 6 months of employment and maintain certification throughout employment.
- Must possess or have the ability to obtain Montana Notary Public Certification within 6 months of hire and maintain certification throughout employment.
- Knowledge of or ability to quickly learn the function of services within the public sector, preferably within a municipal government.
- Knowledge of or ability to quickly learn current practices and procedures involved in customer service and public relations.
- Knowledge of or ability to quickly learn the overall functions, duties, and responsibilities of assigned Department.
- Knowledge of modern office procedures, practices, and equipment, including filing systems and methods of communication.
- Knowledge of permitting, licensing, geographic information systems (GIS), and payment processing software.
- Ability to carry out data gathering and research techniques, research codes for clients and related City staff.
- Ability to perform moderate mathematical and other analytical and interpretation tasks.
- Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language.
- Ability to diffuse potentially confrontational situations with the public.
- Ability to deal with a wide range of persons, including situations in which individuals may be upset over some issue involving City activities or policies.
