About the team

The Senior Investigator, Complex Investigations Unit (CIU) leads deep, structured investigations into high risk, high impact, and organizationally sensitive cases that exceed the scope of the standard Trust & Safety Investigations queue. These investigations include organized vehicle theft rings, proactive federal level criminal investigations, and federal level criminal incident cases referred from Critical Safety Response.

This role protects the platform, its users, and Turo’s brand through independent case ownership, law enforcement partnerships, and proactive intelligence work.

What you will do

• Own the end to end lifecycle of assigned CIU cases in case management tools, spanning exigent response, multi agency and organized ring investigations, and complex fraud cases, including evidence preservation, chain of custody documentation, law enforcement coordination, and case closure.
• Conduct proactive federal level investigations and maintain recurring intelligence sharing partnerships with federal and task force partners, including HSI, CBP, CHP, AZ DPS, and the Texas Task Force.
• Prepare data packages and Legal reviewed reporting to support ongoing intelligence sharing with law enforcement partners.
• Lead internal investigations into criminal incident cases referred from Critical Safety Response, including organized criminality, trafficking, weapons, domestic violence, and stalking.
• Conduct privileged investigations directed by Legal while maintaining strict confidentiality and separate case files.
• Coordinate Mexico vehicle recovery operations, including GPS and VIN verification, NICB liaison, and Claims coordination.
• Respond to exigent events, including active border crossings, fugitives, human trafficking, and Amber Alerts, within the mandatory acknowledgement SLA, including outside standard business hours when required.
• Manage relationships with law enforcement and key stakeholders, including NICB, HSI, CBP, and multi agency task forces.
• Prepare certified business records declarations and sworn declarations for legal proceedings and provide court testimony as a percipient witness.
• Contribute to the ongoing development of CIU SOPs and operational infrastructure.

Your profile

• 7+ years of experience in fraud investigation, financial crime investigation, law enforcement, or a related investigative field.
• Strong working knowledge of federal level organized crime typologies, including mule and guest for hire schemes, closed loop host and guest collusion, synthetic identity fraud, account takeover, and staged host claims.
• Demonstrated investigative experience in evidence preservation, chain of custody practices, and law enforcement evidentiary standards.
• Proven ability to independently manage a portfolio of concurrent, high complexity investigations, including multi month operations running in parallel.
• Ability to respond to zero notice exigent events outside standard working hours and maintain readiness within a standby capacity model.
• Excellent written communication skills, including the ability to prepare investigative summaries, business records certifications, and sworn declarations suitable for legal and law enforcement proceedings.
• Strong analytical and problem solving skills with the ability to synthesize device, identity, financial, and behavioral data across multiple systems into a coherent investigative narrative.
• Ability to build and maintain professional working relationships with federal, state, and local law enforcement and industry partners.
• Sound judgment under time pressure, including the ability to recognize exigent circumstances and escalate appropriately.
• Demonstrates Turo’s operating principles through work product and day to day team interactions.

Bonus if you have

• Bachelor’s degree or equivalent practical experience.
• Experience liaising directly with federal law enforcement agencies such as HSI, CBP, FBI, or multi agency task forces.
• Experience testifying in legal proceedings or preparing evidence for court.
• Working knowledge of SQL or similar data query tools such as Redshift.
• Relevant professional certification such as Certified Fraud Examiner (CFE), Certified Payment Fraud Prevention Professional, or a comparable credential.

For this role, the target base salary range in Phoenix is $73,000 - $83,000 annually. This role is also eligible for equity and benefits. In general, our ranges reflect the market-based target for new hire salaries based on the level and location of the role. Within the range, individual pay is determined by objective factors assessed during the application and interview process, such as job-related skills, experience, and relevant education or training.
