[What the role is]
[LTA-FIN] MANAGER, ASSETS SERVICESWe are looking for a motivated and experienced finance professional to join our Finance Division as a Manager, Fixed Assets. You will be involved in the end-to-end financial accounting and management of Government-owned Fixed Assets, while also managing the accounting for Significant Infrastructure Government Loan Act (Singa) funded development projects. This role offers the opportunity to drive meaningful process improvements, contribute to the growth of a capable team, and contribute to policy alignment discussions with the Ministry of Transport (MOT).
[What you will be working on]
Fixed Assets Accounting & Management
You will oversee the accurate and timely recording, tracking, and reporting of Government-owned fixed assets in line with Government accounting policies/regulations. This includes ensuring compliance, maintaining complete and accurate fixed assets data, managing the fixed assets confirmation exercises, completing year-end closing on time, and supporting audits by addressing queries promptly and thoroughly.
For Singa projects specifically, you will take a hands-on role in managing the full fixed assets accounting cycle ensuring these are processed accurately and in a timely manner.
Policy Alignment & Stakeholder Engagement
You will support engagement with MOT/other Ministries on accounting policy and practice matters, including discussions to align LTA's fixed assets policies with the Instruction Manual (IM) and Fixed Assets Manuals, etc. As funding models for new projects evolve, you will contribute to shaping fixed assets management frameworks that are fit-for-purpose, compliant, and operationally practical.
You will also serve as an internal subject matter expert on fixed assets matters, providing advisory support and proposals to LTA's divisions on fixed assets-related areas. This includes guiding divisions on the proper treatment and classification of assets, advising on fixed assets implications for new projects or initiatives, and developing well-considered proposals to address operational or accounting challenges as they arise.
Process Improvement
You will proactively identify gaps and inefficiencies in existing fixed assets processes and play a key role in designing and implementing improvements that enhance the accuracy, efficiency, and effectiveness of fixed assets management and accounting. This includes leveraging technology such as AI, digitalisation tools, etc. and ensuring that process changes are well-documented, communicated, and embedded within the team. You will also contribute to the uplift of team capability through knowledge sharing and guidance to support improved outcomes.
[What we are looking for]
Knowledge in Accountancy or an equivalent professional qualification
At least 5 years’ finance experience
Fixed assets management experience, preferably in the public sector or a large organisation
Strong learning agility and willingness to take on new challenges
Self-motivated, resourceful and able to work independently in a dynamic environment
Able to analyse issues holistically and develop practical solutions to business challenges
Strong interpersonal and communication skills, with the ability to collaborate effectively and build partnerships with internal and external stakeholders
Demonstrated initiative, leadership qualities, and ability to drive workstreams and improvement projects from conceptualisation through implementation
Meticulous with numbers and competent in Microsoft Office applications
Knowledge of AI tools, SAP, data analytics/visualisation tools & Robotic Process Automation (RPA) will be an added advantage
