[What the role is]
We are looking for a team player to join us in managing the day-to-day operations and maintenance of SFA's infrastructure and facilities, including Pasir Panjang Wholesale Centre, Jurong Fishery Port, Marine Aquaculture Centre, and other SFA-designated jetties and buildings. The successful candidate will manage building systems to ensure efficient facility operations in support of SFA's mission of securing a safe food supply for Singapore. This role requires a proactive approach to managing building systems across their full life cycle covering upgrades, enhancements, and condemnation while ensuring service providers meet contractual obligations. Key responsibilities include reviewing and preparing tender specifications, managing preventive and corrective maintenance, developing life cycle cost budget plans, and proposing improvement initiatives and sustainability programmes. The candidate will also work closely with internal and external stakeholders, including government regulatory agencies, consultants, and vendors, to align system operations with business objectives.[What you will be working on]
- Conduct site-visits, inspect and audit the facilities management contractors and the operators residing in the facilities to ensure that SFA’s facilities are safe, clean and in compliance with management guidelines, contracts and/or lease agreement.
- Develop guidelines, implement processes and digitalisation systems to ensure the safety and security of facilities and tenants. This includes regular review of contingency plans, developing guidelines and conducting risk assessments to ensure compliance with regulations and best practices.
- Source, evaluate and establish tender specification and contracts including preparing tender and contract specifications for development and maintenance of SFA facilities and infrastructure.
- Coordinate with the appointed managing agent(s), vendor(s) and/or external stakeholders such as operators/association to address tenant concerns and operational needs.
- Manage tenant onboarding and renewal processes, including rental agreements and fit-out requirements.
- Ensure compliance by tenants for House Rules (for SFA-managed trade facilities), and with planned improvement projects. This would include joint ad-hoc inspections with stakeholders (e.g. other government agencies) to enforce against non-permitted activities.
- Study, source, deploy new technologies to support the facilities’ digital transformation, safety/security and sustainability needs, and/or enhance operational decision-making. Other duties may be assigned to you from time to time.
[What we are looking for]
- Relevant Degree in Science, Building/Estate Management, Engineering, Computer Science or equivalent, and Quality Surveying or equivalent, or related/relevant disciplines.
- Candidate to have at least 2-3 years of relevant experience in project management, facilities/ building management, estate/tenancy management, operations, enforcement and/or contracts management.
- Candidates with knowledge of government procurement process and contract administration would have an advantage.
