You’ll work across engineering, systems integration software development, test, DevSecOps, security, staffing, contracts, and customer organizations to keep complex work moving forward.

The Project and Program Manager will provide program and project leadership for assigned Chinook activities supporting an application and the IC customer. The manager will be responsible for coordinating technical and program execution, managing schedules and priorities, identifying and mitigating risks, managing resources, communicating status, and ensuring commitments are understood and delivered.

The position requires a leader who can operate comfortably across technical and programmatic environments and translate between engineering teams, customer stakeholders, subcontractors, functional organizations, and senior leadership.

Position may be performed in the following locations below.

  • Tucson, AZ

Clearance Level Required:

Active Top Secret/SCI with the ability to successfully pass a Polygraph examination.

Primary Responsibilities:

·        Coordinate cross-functional teams across engineering, integration, test, DevSecOps, security, and operations to ensure successful execution.

·        Monitor performance against cost, schedule, scope, quality, and technical objectives, and identify issues early to drive resolution.

·        Serve as the primary interface to customers and stakeholders, clearly communicating status, risks, issues, decisions, and dependencies.

·        Support Agile and SAFe execution, including PI Planning, sprint reviews, program syncs, and cross-team dependency management.

·        Establish and maintain risk, issue, and dependency management processes, including mitigation planning and escalation when needed.

·        Coordinate workforce and resource planning, including staffing needs, capacity constraints, and subcontractor support.

·        Support financial and contract execution, including forecasting, budget tracking, and alignment to contractual commitments.

·        Partner with technical leadership to support delivery readiness, release decisions, and realistic program commitments.

·        Foster a culture of accountability, transparency, collaboration, and continuous improvement across the program team.

Basic Qualifications:

·        US citizenship is required per contract.

·        Bachelor's degree in Computer Science, Software Engineering, or related field and 5+ years of prior relevant experience or Master’s with 3+ years of prior relevant experience. Requires 3+ years of experience supervising or leading teams or projects.

·        Demonstrated experience managing complex technical projects or programs.

·        Experience managing cost, schedule, scope, risks, issues, dependencies, and deliverables.

·        Experience working with technical engineering organizations.

·        Experience working directly with government or mission customers.

·        Demonstrated experience leading cross-functional teams with multiple Agile teams and technical dependencies.

·        Experience with Agile/Scrum and/or SAFe methodologies.

·        Strong written, verbal, organizational, and presentation skills.

·        Experience supporting classified programs and environments.

·        Experience with contract execution and SOW/PWS requirements.

·        PMP or other recognized project/program management certification.

·        SAFe certification such as SAFe Agilist, Release Train Engineer, Product Owner/Product Manager, or equivalent.

·        Experience managing programs involving software development, systems integration, cloud, DevSecOps, or mission applications.

·        Experience with PI Planning and Agile Release Train execution.

·        Experience with Jira, Confluence, Microsoft Project, or similar program-management tools.

·        Experience managing subcontractors and external technical organizations.
