Description
Under the general guidance and leadership of the City Clerk-Treasurer, the Accounting Analyst provides professional support for the City’s month-end and year-end financial closing processes. This role is responsible for preparing and posting recurring journal entries, applying established allocation methodologies, performing account reconciliations, maintaining financial schedules, and assisting with financial reporting and audit preparation.
The position requires strong analytical skills, accuracy, attention to detail, confidentiality, and the ability to interpret and apply governmental accounting principles. The Accounting Analyst supports assigned accounting functions to ensure timely, well-documented, and audit-ready financial information that contributes to the City’s monthly financial reporting process.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Prepares, enters, and maintains recurring journal entries, adjustments, accruals, and other month-end transactions required to complete the City’s financial close.
- Applies allocation methods developed by senior accounting staff (e.g., Accountant I) to monthly and annual expenses, ensuring consistent and accurate distribution to appropriate funds and departments.
- Performs assigned monthly balance sheet reconciliations, including bank accounts, investment accounts, grant-related accounts, prepaid items, and other reconcilable accounts.
- Assists in preparing month-end and year-end schedules, analysis, supporting workpapers, and reconciliations necessary for internal reporting and external audits.
- Supports fixed asset accounting by preparing routine updates, verifying activity, and maintaining documentation provided by senior accountants.
- Reviews financial activity for accuracy, identifies variances or discrepancies, and works with accounting staff to resolve issues and ensure proper documentation.
- Assists in maintaining organized financial files, electronic records, and supporting documentation in accordance with record retention requirements.
- Utilizes the City’s enterprise financial system, spreadsheets, and reporting tools to analyze financial data, process accounting entries, and maintain detailed support for assigned tasks.
- Provides general accounting support to City departments by researching financial information, responding to inquiries, and explaining accounting procedures.
- Supports preparation of annual audit schedules and responds to routine auditor requests with guidance from senior accounting staff.
- Assists with monitoring grant-related expenditures and preparing basic grant reconciliation schedules in compliance with federal and state requirements.
- Participates in process improvement efforts to strengthen internal controls and enhance the efficiency of accounting workflows.

KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) standards, and basic governmental fund accounting.
- Ability to prepare accurate journal entries, reconciliations, financial schedules, and supporting documentation.
- Strong analytical skills with the ability to investigate discrepancies, identify root causes, and recommend follow-up actions.
- Familiarity with municipal finance procedures, internal controls, and financial reporting practices.
- Proficiency in Microsoft Excel (advanced functions, pivot tables, reconciliations) and working knowledge of Word, Outlook, and PowerPoint.
- Ability to maintain confidentiality of sensitive financial, personnel, payroll, and organizational information.
- Develop and maintain effective, team-focused and cooperative working relationships with City team members, elected officials, various agencies and the general public.
- Ability to learn third-party software in an independent manner.
- Demonstrated attention to detail and commitment to accuracy.
- Ability to organize work, manage multiple assignments, and meet deadlines with minimal supervision.
- Ability to communicate financial information clearly and professionally, both verbally and in writing.
- Ability to learn and utilize financial systems, databases, and reporting tools effectively.
- Associate degree in Accounting, Finance, Business Administration, or a related field.
- One (1) year of accounting or bookkeeping experience, preferably in a governmental or fund-accounting environment.
- One (1) year of governmental accounting experience preferred.
- Valid driver's license.
A comparable amount of training or experience may be substituted for the minimum qualifications.
