The project is a major infrastructure programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR will provide PMO services, enterprise – level governance, assurance, integration and performance oversight across all projects and programs.

THE ROLE

Reporting to the Project Controls Director, the Project Controls Manager is responsible to maintain, govern, implement and provide pre and post contract implementation governance for the suite of Project Controls policies, management plans, standards, procedures, and processes, in support of reporting requirements and systems, i.e. Aconex, Unifier, P6 etc. The Project Control Manager is required to perform regular review and update of the existing governance documents on quarterly / annual basis.

MAIN RESPONSIBILITIES

·       Onboarding and training of the PMCs to facilitate the understanding of the Programme, policies, processes and associated project management information systems and applications.

·       Maintain, implement, and administer the PMC onboarding process and welcome pack documents and continuously update the PMC onboarding tracker.

·       Maintain and implement the Project Controls governance structure, including roles and responsibilities (RACI) across all levels downstream.

·       Review the existing structure, propose improvements, and align with on required updates/changes.

·       Maintain, review and update all Reporting Governance Documents, including management plans., manuals, guidelines, templates, etc.

·       Develop, implement, and administer a comprehensive programme meeting and reporting Calendar for assigned District/Master Plan.

·       Manage and maintain the PMIS-driven business intelligence (BI) reporting platform, including preparation and creation of the new required BI dashboards and data entry registers through the approved systems, i.e. SharePoint, Unifier, etc.

·       Compile data from PMCs for standardised weekly, monthly, and executive-level dashboards.

·       Perform project level performance reporting for schedule, cost, risk, procurement, OHSE, change management.

·       Responsible for ensuring consistent data definitions, KPIs, and red-amber-green (RAG) criteria across all reports.

·       Assist with the preparation of training material to provide the required training to PMCs on the use of the implemented systems and population of data/registers.

·       Provide support to the client for Project Controls Team for related PMIS and Data Warehouse (DWH) requirements.

·       Responsible to maintain, implement, and administer a process for tracking and monitoring the PMC's performance against agreed KPI's, and produce a monthly report highlighting each PMC performance with the any required corrective actions.

·       Update the status of corrective actions during the subsequent reporting cycles.

·       Assess existing monitoring system and propose enhancements and improvements to the overall process.

·       Ensure that PMC’s reporting schedules are consistent with the PMO preparation of executive reports.

·       Review and collate the District/Master Plan programmes to produce and maintain the Integrated Master Schedule (IMS).

·       Establish and implement Project Controls Compliance Audit Requirements and conduct regular PMC audits to ensure adherence to standards and policies.

·       Implement processes and systems to monitor the timely completion of Stage Gate Reviews and the reporting across assigned District/Master Plan highlighting issues and/or risks that may impact the delivery of the programme.

·       Maintain issue the “KPI's Report” on monthly basis with highlight of key areas of concern with corrective measures and mitigation.

·       Produce a “Key Actions Required” report and escalation process to ensure all required actions are presented to executive management for escalation and action plans.

·       Prepare the monthly Programme Status Report that highlights the overall programme, district and individual project’s status and progress including each project’s status against the approved dates, schedule alerts, and key issues hindering project progress.

·       Managing and updating the existing Work Breakdown Structure (WBS) with updates recorded within the WBS change register.

·       Maintain an updated mapping tracker between WBS, CBS, and SAP projects.

·       Prepare monthly Programme Level Status Report that highlights the overall programme level, District levels, and individual project’s level status and progress.

·       Prepare required inputs for preparation of Executive Reports including programme and commercial update information and programme “asks” requirements from collate information from the client.

·       Develop and implement a Value Engineering Management plan, process, and templates with communication and training provided to PMCs to record savings against the Budget (Total Development Cost)

·       Develop and maintain a standardised Cost Breakdown Structure (CBS) across all programmes and projects to ensure consistent cost planning, budgeting, forecasting, and reporting with alignment between CBS, WBS, work packages, procurement strategies, and budgeting requirements.

·       Develop maintain a structured Work Package Identification framework to ensure that all projects scope is clearly defined, consistently structured, and effectively aligned with planning, cost, procurement, and delivery.

 

EXPERIENCE, SKILLS AND KNOWLEDGE

·       Bachelor’s degree or equivalent in engineering, architecture, construction management, planning, management information systems or equivalent.

·       Minimum 12 years of post-graduation experience

·       PMI-Project Management Professional, AACE- Certified Cost Professional (CCP) or Planning and Scheduling Professional (PSP), MRICS, CIOB, or equivalent prior experience.

·       Sound knowledge of controls and reporting aspects of major civil, infrastructure and development projects including urban developments, high-rise buildings, roads, bridges, and utilities.  

·       Experienced user of MS Office and understanding of project reporting software including Oracle Unifier, P6, Aconex, etc.

·       Fluency in English language both written and spoken.
