The City of Maywood is recruiting for a Parking Enforcement Officer I/II. This is a flexibly staffed classification, and appointments may be made at either the I or II level based on the selected candidate's qualifications, experience, certifications, and demonstrated ability to perform the work.

Parking Enforcement Officer I is the entry-level classification. Employees at this level perform routine parking enforcement duties under close supervision while gaining knowledge of applicable laws, City ordinances, departmental procedures, and enforcement practices.

Parking Enforcement Officer II is the journey-level classification. Employees at this level are expected to perform the full range of parking enforcement duties with greater independence, exercise sound judgment in the field, and serve as a resource to less experienced staff.

Under the direct supervision of the Parking Enforcement Supervisor and the general direction of the Director of Building and Planning, performs parking enforcement duties in accordance with established laws, policies, procedures, and departmental protocols.

About the Position

Maywood's Parking Enforcement team is responsible for promoting public safety and ensuring compliance with California Vehicle Code provisions and the City's Municipal Code related to parking regulations. Parking Enforcement Officers educate the public while enforcing parking laws through a fair, consistent, and customer-service-oriented approach.

CLASS CHARACTERISTICS
The City of Maywood is looking for an exceptional individual to serve as a Full-Time Parking Enforcement Officer. The successful candidate will be able to navigate and de-escalate tense situations for a positive solution. The City of Maywood's Parking Enforcement Division consists of four (4) Parking Enforcement Officers who report directly to the Parking Enforcement Supervisor. The Parking Enforcement Supervisor reports to the Director of Building and Planning, who provides overall direction for the division.

This is a full-time position. The regular work schedule is as follows:

Essential duties and responsibilities may include, but are not limited to, the following: 

  • Maywood's parking enforcement team monitors parking infractions and is responsible for knowledge of, and implementation of state laws and the municipal codes as they relates to parking enforcement. Enforcement may include:

    • Issuing parking warnings
    • Issuing parking citations.
    • Coordinating vehicle impounds in accordance with applicable laws and City policies.
  • Parking Enforcement Officers patrol the City to help maintain safe and accessible streets by:

    • Proactively monitoring parking in timed parking zones.
    • Identifying and citing illegally parked vehicles, including those interfering with street sweeping, construction, emergency access, or other public safety operations.
    • Responding to calls for service related to parking violations.
    • Assisting with traffic control at traffic collisions, construction zones, and other incidents.
    • Supporting community events by assisting with traffic control, road closures, and public safety operations as needed.
  • In addition to field responsibilities, Parking Enforcement Officers perform a variety of administrative duties, including:

    • Maintaining accurate records.
    • Processing parking citations and related documentation.
    • Entering data into City software systems.
    • Preparing reports and maintaining enforcement records.
    • Performing other related duties as assigned.
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Parking Enforcement Officer I

  • High school diploma or equivalent.
  • One (1) year of customer service, public contact, code compliance, parking enforcement, law enforcement support, security, or other related experience is desirable but not required.
  • An equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities necessary to perform the essential functions of the position may be considered.

Parking Enforcement Officer II

  • High school diploma or equivalent.
  • Two (2) years of increasingly responsible experience in parking enforcement, code enforcement, public safety support, law enforcement support, or a closely related field.
  • Experience interpreting and applying parking regulations, municipal ordinances, and California Vehicle Code provisions is highly desirable.
  • An equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities necessary to perform the essential functions of the position may be considered.
License Requirements
  • Possession of, and ability to maintain, a valid California Class C Driver's License with a satisfactory driving record is required as a condition of employment.
  • Employees assigned to operate City vehicles.

Working Conditions

Candidates must be willing and able to work a flexible schedule, including evenings, weekends, holidays, and special events, as operational needs require.

Bilingual (English/Spanish) skills are highly desirable.

Desired Knowledge, Skills, and Abilities

Knowledge of:

  • California Vehicle Code and City of Maywood Municipal Code provisions related to parking enforcement.
  • Safe driving practices and basic traffic control principles.
  • Modern office procedures, recordkeeping practices, and computer applications.

Ability to:

  • Learn, interpret, and apply City ordinances, municipal codes, and applicable state laws related to parking enforcement.
  • Exercise sound judgment and professionalism when interacting with the public.
  • Explain parking regulations and enforcement actions clearly and courteously.
  • Prepare accurate records, reports, and parking citations.
  • Use handheld citation devices, computers, and related technology.
  • Work independently with minimal supervision while effectively prioritizing assignments.
  • Walk, stand, and patrol for extended periods in varying weather conditions.
  • Establish and maintain effective working relationships with the public, coworkers, and other agencies while providing excellent customer service.

Environmental Conditions:
The applicant will work 40 hours per week. The work days for this position may include Saturdays, Sundays and evenings (Schedule and shift are subject to change in accordance with department needs)

Physical Conditions:
Essential and secondary functions require light lifting and carrying; sitting for prolonged periods of time. Must be able to lift 50 lbs., bend, stretch, stand for extended periods of time, climb stairs, reach, twist, sit, walk, and/or run.
