The Office of Knowledge Transfer (OKT) serves as a bridge between the HKUST research community and industry, facilitating collaboration and innovation arising from the University's research outcomes and capabilities. OKT manages HKUST's inventions and intellectual property (IP), formulates strategic commercialization plans, identifies potential collaborators for faculty members, and establishes commercialization projects with industry partners. OKT also incubates and supports HKUST's technology-based start-ups and promotes entrepreneurship development. OKT is seeking competent and passionate professionals to join its knowledge transfer team.
The Manager (Information Technology) will be responsible for the overall planning, governance, development, security, and operation of OKT's information technology environment. The successful candidate will manage digital transformation initiatives, AI adoption, enterprise application development, cloud infrastructure, cybersecurity, data governance, IT compliance, and technology-enabled business process improvements within OKT.
We are seeking a seasoned IT professional for a highly hands-on role in managing and delivering technology projects while actively participating in system implementation with OKT colleagues, process transformation, vendor management and coordination, user engagement, and IT operational support for OKT.
Responsibilities
IT Strategy & Governance
- Develop and implement OKT's IT strategy, digital roadmap, and technology architecture, ensuring that technology initiatives are aligned with business objectives and organizational priorities.
- Prepare and manage technology plans, budgets, forecasts, and resource allocation.
- Ensure compliance with the governance framework, cybersecurity and data privacy requirements, policies, standards, and procedures of the HKUST IT Services Office.
AI Transformation & Digital Innovation
- Formulate and execute OKT's AI transformation strategy.
- Implement appropriate generative AI solutions, AI agents and assistants, intelligent document processing, workflow automation, knowledge management systems, and predictive analytics.
Application Development & IT Project Delivery
- Develop and implement new modules for OKT's Intellectual Property Management System, Knowledge Transfer Management System, and Customer Relationship Management Platform.
- Manage Microsoft 365, SharePoint, and other applications.
- Develop and implement applications to facilitate administrative workflows and asset management.
- Maintain the OKT website and provide IT services to support content updates and functional enhancements; develop insightful metrics to measure outreach effectiveness.
- Ensure availability, performance, scalability, and reliability of all application systems and platforms.
Infrastructure, IT Operations & Service Delivery
- Manage OKT's IT equipment, including planning equipment upgrades, exploring new equipment, and conducting feasibility studies to continuously improve operational efficiency.
- Ensure the proper custody and inventory control of OKT's hardware and software.
- Provide timely IT support to OKT colleagues on technical issues and service requests.
- Develop and maintain disaster recovery and business continuity capabilities, including effective backup, recovery, and resilience mechanisms.
Project Management, Procurement & Vendor Management
- Manage technology projects from planning through implementation, user acceptance testing, and post-project review, with proper documentation.
- Manage technology procurement exercises and tender processes, including the preparation of technical specifications and evaluation criteria.
- Manage external consultants, service providers, and system integrators, and ensure effective communication of OKT colleagues' user requirements.
- Monitor vendor performance and service level agreements.
Perform any other duties as assigned.
Requirements
- A bachelor's degree or above in Information Systems, Computer Science, Information Technology, Software Engineering, or a related discipline.
- A minimum of 8 years' relevant IT experience in enterprise applications, systems development, database management, technology operations, and project management, with at least 3 years in a managerial, technical lead, or equivalent leadership role.
- Demonstrated experience in leading digital transformation initiatives, AI adoption programs, and enterprise technology projects.
- Proven successful project management experience to develop and implement business application platforms. Experience with Salesforce or enterprise CRM systems will be an advantage.
- Strong technical expertise in software development platforms such as Java, Python, .NET, or equivalent technologies.
- Hands-on experience with SQL, enterprise databases, API integration, web technologies (HTML5, CSS, JavaScript, XML, JSON, YAML), microservices architecture, CI/CD pipelines, DevOps practices, and Git-based source control.
- Knowledge of cloud technologies and infrastructure, including Microsoft Azure, Microsoft 365, virtualization technologies, Docker, Kubernetes, and containerized applications.
- Professional certifications such as PMP, PRINCE2, ITIL, Scrum Master, Microsoft, Azure, cybersecurity, or related certifications will be an advantage.
- Excellent analytical, communication, stakeholder management, and problem-solving skills, with the ability to engage effectively with users, senior management, vendors, auditors, and HKUST IT Services Office.
- A proactive, service-oriented, detail-minded, and security-conscious approach to work. Excellent command of written and spoken English and Chinese.
(Duration: 2 years, renewable)
Starting salary will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided. A gratuity will be payable upon successful completion of contract.
