  • Establish program-level priorities, schedules, and resource allocation strategies.
  • Monitor project progress, identify risks, and implement mitigation strategies.

Technical Oversight

  • Coordinate with utilities, regulatory agencies, municipalities, and community stakeholders.
  • Lead public engagement efforts for infrastructure projects, addressing community concerns and communications.

Financial & Contract Management

  • Develop and manage program budgets, including capital forecasting and cost control.
  • Oversee procurement processes, including RFP development, evaluation, and contract award.
  • Administer contracts and monitor contractor/consultant performance.

Risk & Compliance Management

  • Ensure adherence to health, safety, environmental, and regulatory requirements.
  • Identify program risks (technical, financial, schedule) and implement mitigation plans.
  • Ensure projects comply with permits, approvals, and engineering standards.

Team Leadership

  • Lead and mentor multidisciplinary teams, including engineers, project managers, and technical staff.
  • Foster a collaborative, high-performance culture focused on accountability and continuous improvement.
  • Support staff development, performance management, and succession planning.

Qualifications & Experience
