Job Description
This position is primarily responsible for leading Hard Facilities Management (Hard FM), mechanical and electrical (M&E) engineering systems, building fabric maintenance, structural integrity, and utility infrastructure across Singapore Post Centre (SPC), a premier 1 million sq ft mixed-use development, as well as other office, retail, and industrial properties owned or managed by SingPost. The incumbent holds complete ownership of Hard FM Vendor Performance Management, overseeing full vendor lifecycles for technical contractors, original equipment manufacturers (OEMs), and Managing Agents (MAs). This includes driving Service Level Agreement (SLA) compliance, conducting Quarterly Business Reviews (QBRs), and enforcing technical audit scorecards. Additionally, the role serves as the primary technical lead for Asset Enhancement Initiatives (AEI), engineering CAPEX projects, chiller plant energy optimizations, and statutory technical compliance (BCA, EMA, PUB), as well as support all Sustainability initiatives. The position works in close synergy with the Senior Manager (Soft Services, Security + Safety & User Experience) through a mutual cross-shadowing matrix to ensure total business continuity.A. Hard FM Operations & Statutory Technical Compliance
● M&E & HVAC System Uptime: Direct daily engineering operations across the portfolio. Maintain 100% operational reliability for Air-Conditioning & Mechanical Ventilation (ACMV) systems, central chiller plants, cooling towers, and split units.
● Electrical & Mechanical Infrastructure: Manage High Voltage (HV) and Low Voltage (LV) switchrooms, transformers, emergency diesel generators, Uninterruptible Power Supply (UPS) units, plumbing networks, booster pumps, and sanitary infrastructure.
● Vertical Transportation & BCA Compliance: Manage lift, escalator, and passenger hoist maintenance term contracts. Ensure strict compliance with BCA statutory testing, annual load tests, emergency rescue protocols, and lift operating permit renewals.
● Statutory Engineering Governance: Serve as the Lead Person-in-Charge for technical statutory audits. Ensure compliance with BCA (Periodic Structural Inspection), EMA (Licensed Electrical Worker certifications), PUB (water tank sanitation and backflow preventers), and MOM (pressure vessel inspections).
● Building Fabric & Civil Upkeep: Oversee building envelope integrity, facade maintenance, roof waterproofing, structural repairs, concrete spalling rectifications, and civil hardware upkeep.
B. Technical Asset Enhancement Initiatives (AEI) & CAPEX Management
● Engineering Project Leadership: Identify, plan, and execute building enhancement projects, plant retrofits, space conversions, and system modernizations to prolong asset lifespan and improve operational efficiency.
● Chiller Plant & Energy Optimization: Lead energy retrofits, chiller plant efficiency drives, and automated sensor deployment to achieve target kW/RT metrics in support of Green Mark standards. ● Project Budget & Quality Control: Manage engineering project budgets, technical specifications, tender documentation, site supervision, and testing/commissioning (T&C) sign-offs for all CAPEX projects.
C. Hard FM Vendor Performance Governance
● Quarterly Business Reviews (QBRs): Spearhead formal executive QBRs and technical audits with key Hard FM contractors, M&E term vendors, lift companies, and Managing Agents (MAs).
● SLA & Performance Metric Tracking: Establish, monitor, and enforce technical Key Performance Indicators (KPIs), mean-time-to-repair (MTTR) targets, and Service Level Agreements (SLAs). Apply service credits or default notices based on objective technical audit scorecards.
● Procurement & Tender Support: Partner with Group Procurement to draft technical specifications, equipment scope requirements, and SLA evaluation frameworks for upcoming M&E and engineering contract tenders.
D. Technical Incident Management & Root Cause Analysis (RCA)
● System Failure Response: Direct emergency technical response during M&E breakdowns, power outages, lift entrapments, pipe bursts, or chiller failures.
● Technical Root Cause Analysis (RCA): Lead deep-dive Root Cause Analysis (RCA) investigations for all critical equipment trips or building infrastructure failures, presenting technical mitigation reports and corrective action plans to Senior Management.
E. Financial Control, Management Reporting & Smart FM Innovation
● OPEX & CAPEX Budget Governance: Maintain strict oversight of engineering OPEX and project CAPEX spending, ensuring full compliance with approved budget baselines.
● Management Reporting: Prepare and present monthly Hard FM technical reports, energy consumption trends, equipment uptime logs, CAPEX project milestones, vendor QBR scorecards, and RCA technical summaries to Senior Management.
● Smart Building & Digital Workflows: Collaborate with Group Technology (Group Tech) to integrate Building Management System (BMS) alerts, IoT smart water/energy meters, and digital predictive maintenance workflows into daily operations.
F. Team Leadership & Operational Cohesion
● Leadership & Mentorship: Lead, coach, and mentor technical direct reports and engineers to enhance technical competencies, safety awareness, and career progression.
● Cross-Shadowing & Business Continuity: Maintain structured operational cross-shadowing protocols with the Senior Manager (Soft Services, Security, Safety & User Experience) to ensure 100% operational coverage and joint emergency response during absences or major incidents.
