Engineering Manager

Job Description:

Lead engineering teams responsible for building and operating enterprise automated-testing capabilities, with accountability for delivery quality, engineering practices, technical leadership, and operational stability. This position supports Avyanna Technologies' work with the U.S. Department of Education, Federal Student Aid (FSA), Automated Testing Teams (ATT) program. The position is anticipated and contingent upon contract award, funding, and final staffing needs.

Responsibilities

• Lead high-performing engineering teams delivering large-scale, mission-critical capabilities while maintaining reliability, code quality, security, and operational stability.
• Improve engineering delivery through automated testing, continuous integration and deployment, disciplined code review, observability, and repeatable engineering practices.
• Guide modernization efforts, including legacy refactoring, architecture improvement, cloud adoption, and scalable platform patterns.
• Recruit, mentor, coach, and develop engineers while fostering accountability, technical craftsmanship, collaboration, and continuous improvement.
• Coordinate with product, design, platform, QA, security, and operations teams to deliver predictable technical outcomes aligned to program objectives.
• Support sprint planning, technical reviews, demonstrations, retrospectives, risk management, and delivery reporting.
• Provide technical delivery leadership across the ATT team, coordinating engineering resources, priorities, dependencies, risks, blockers, and delivery commitments.
• Ensure engineering work satisfies agreed acceptance criteria and Definition of Done, including reliability, security, automated testing, documentation, observability, and operational readiness expectations.
• Coordinate technical inputs for Government reporting, sprint reviews, demonstrations, transition activities, performance measurement, and risk escalation.
• Support staffing, onboarding, mentoring, workload allocation, continuity, and timely resolution of technical delivery issues.

Qualifications

• Experience: Minimum 12+ years of relevant professional experience aligned to the responsibilities and technical scope of this role.
• Education: Bachelor's degree in Computer Science, Software Engineering, Information Technology, Engineering, or a related technical field; an equivalent combination of education and relevant professional experience may be considered.
• Demonstrated experience leading engineering teams delivering large-scale, mission-critical systems while maintaining high standards of reliability, code quality, and operational stability.
• Proven ability to improve delivery performance through modern engineering practices, including automated testing, continuous integration and deployment, and disciplined code review processes.
• Experience guiding teams through system modernization efforts such as refactoring legacy services, improving system architecture, and adopting scalable cloud-based infrastructure.
• Strong capability to recruit, mentor, and develop high-performing engineers while fostering accountability, technical craftsmanship, and continuous improvement.
• Demonstrated ability to coordinate effectively with product, design, platform, and operations teams so technical solutions are delivered predictably and align with broader program objectives.
• Deliver measurable outcomes in complex environments: proven ability to take ownership and deliver high-quality results where priorities, requirements, and system constraints evolve.
• Collaborate effectively across disciplines: demonstrated success working cross-functionally with engineering, product, design, security, and other stakeholders to achieve shared objectives.
• Communicate complex concepts with clarity: ability to clearly document, present, and explain technical and non-technical work, including tradeoffs, risks, and implementation considerations, to diverse audiences.
• Operate effectively in large-scale, mission-critical systems: demonstrated contributions to building, operating, or modernizing large-scale systems with high standards of reliability, performance, and maintainability.
• Maintain a strong end-user orientation: consistently considers the impact of decisions on end users and system stakeholders, including when working on backend, data, platform, or infrastructure components.
• Must be able to obtain and maintain the federal background investigation and suitability determination required for the position, including Public Trust eligibility.

Desired Qualifications

• Experience leading engineering delivery in federal or other large-scale public-sector environments is preferred.
• Experience with automated testing, DevSecOps, CI/CD, cloud modernization, GitLab, Datadog, Jira, Confluence, or similar enterprise tools is preferred.
• Relevant Agile, Scrum, cloud, DevSecOps, or engineering leadership certifications are preferred.

Location

Primarily remote. Ad hoc onsite work may be required at FSA in Washington, DC based on project needs.

Salary Range

$155,000-$170,000 annually. Actual compensation will be determined based on relevant experience, qualifications, technical expertise, contractual requirements, and internal equity.
