Manufacturing Execution System (MES) Program Delivery Manager

Responsibilities

Peraton is seeking a seasoned Manufacturing Execution System (MES) Program Delivery Manager to lead delivery of a complex, enterprise-wide Manufacturing Execution System (MES) and IT modernization program supporting the U.S. Bureau of Engraving and Printing (BEP).  The qualified candidate will provide overall program leadership across multiple Agile teams and technical workstreams supporting MES operations and maintenance, software development, Oracle E-Business Suite/OCI, manufacturing IT/OT integration, enterprise data and analytics, artificial intelligence, Maximo, cybersecurity, and related enterprise systems.The candidate will serve as a senior interface to BEP Government leadership and will ensure successful execution of contract objectives, delivery schedules, performance requirements, transition activities, staffing, risk management, and continuous improvement.  The position requires strong experience managing complex Federal IT programs involving both O&M and modernization/development activities and the ability to lead multidisciplinary technical teams in a highly operational manufacturing environment.

 

Work Location: This is a hybrid position, with the expectation to work on-site 3 days per week in Washington, DC

 

Travel: This position will require periodic support at the Fort Worth, TX location as required by the customer.

 

What you will do

• Provide overall program and delivery leadership for the BEP MES contract, including coordination of multiple Agile teams and technical workstreams.
• Serve as the primary contractor interface to BEP program leadership, COR, Product Owners, stakeholders, and other Government organizations.
• Establish and manage an integrated program delivery framework encompassing scope, schedule, resources, risks, issues, dependencies, and performance.
• Coordinate MES O&M, application development, testing, deployment, and continuous improvement while maintaining operational continuity.
• Lead transition-in and knowledge-transfer activities, including staffing, transition planning, incumbent knowledge capture, operational continuity, and transition reporting.
• Establish and maintain program performance metrics, dashboards, status reporting, and other management mechanisms.
• Manage risks, issues, dependencies, action items, and corrective actions; communicate mitigation strategies to Government and Peraton leadership.
• Coordinate delivery across MES, Oracle E-Business Suite/OCI, Maximo, Manufacturing IT/OT, Data/AI, cybersecurity, financial, procurement, and other enterprise Agile teams.
• Ensure development and production releases meet quality, testing, UAT, documentation, rollback, and post-implementation requirements.
• Ensure compliance with service levels and performance standards, including availability, incident resolution, patching, reporting, and release quality.
• Provide technical and operational recommendations to BEP leadership and identify reliability, manufacturing efficiency, automation, and modernization opportunities.
• Lead program reviews, executive briefings, governance meetings, and performance reviews.
• Ensure program documentation, SOPs, knowledge repositories, action logs, and contract deliverables are accurate and timely.
• Support production operations and deployments that may require extended hours and weekend support.

Qualifications

Basic Qualifications

• Must be a U.S. Citizen with the ability to obtain and maintain the required Public Trust level clearance
• 12+ years of demonstrated experience managing complex IT programs, projects, or delivery organizations, preferably in a federal environment.
• Experience leading large, multidisciplinary IT programs involving application development, operations and maintenance, modernization, and system integration.
• Experience managing enterprise application environments involving MES, ERP, or comparable manufacturing/enterprise systems.
• Experience managing O&M performance, service levels, incident management, availability, releases, upgrades, and continuous improvement.
• Experience developing and managing integrated schedules, staffing plans, risk and issue management, performance metrics, and program-level reporting.
• Demonstrated ability to lead technical teams and manage dependencies across concurrent workstreams.
• Experience with transition-in, knowledge transfer, incumbent transition, and operational continuity activities.
• Excellent written and verbal communication skills, with experience presenting to senior Government and contractor leadership.
• Experience using program management and collaboration tools to manage schedules, actions, risks, requirements, and performance.

Preferred Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.
• Project Management Professional (PMP) certification.
• Demonstrated MES experience in a production or manufacturing environment.
• Experience with IT/OT integration, MES/ERP, SCADA, Programmable Logic Controller (PLC), IoT, and industrial automation.
• Experience with IBM Maximo, enterprise asset management, or predictive maintenance.
• Experience with data analytics, artificial intelligence/machine learning, data governance, or enterprise data platforms.
• Experience supporting Federal manufacturing or other mission-critical production environments.
• Prior Treasury or other Federal agency IT program experience.
• Experience supporting 24x7, on-call, extended-hours, shift, or production operations.
• Active BEP or other Federal Public Trust/security clearance.

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
