Job Description: SAP S/4HANA Sourcing & Procurement Lead (Procure-to-Pay)

1. Proposed Project Role

SAP S/4HANA Sourcing & Procurement Lead — Procure-to-Pay (Key Personnel — Named in Tender)

Functional lead for the Procure-to-Pay (PTP) workstream. Owns Sourcing & Procurement design, build and deployment, including any SAP Ariba / central-procurement integration. Named in the tender submission and cannot be substituted after award without the Client's written consent.

2. Name of Personnel

Full legal name as it appears on identity documents. Must match the name on all certification records, reference letters and the security clearance application. No preferred or shortened names.

3. Proposed Project Responsibilities

The successful candidate will:

• Own end-to-end PTP functional delivery: purchase requisitions, purchasing, contracts, source determination, goods receipt, invoice verification and integration to Finance (AP).
• Lead Fit-to-Standard for procurement; configure against DSO procurement policy, approval hierarchies and government procurement rules (e.g. GeBIZ alignment where relevant).
• Design catalogue, supplier and contract management, including any SAP Ariba / central procurement / guided-buying integration in scope.
• Own procurement master data (materials/services, vendors, purchasing info records, source lists) and the migration mapping and validation.
• Define procurement authorisation and segregation of duties (requisition vs. approval vs. goods receipt vs. invoice) with Security.
• Own materials-management touchpoints where in scope and integration to Finance and Asset domains.
• Lead SIT/UAT for procurement, including three-way match and approval-workflow testing.
• Own cutover and hypercare for the procurement domain, including open-PO and contract migration.

4. Relevant SAP Implementation Experience

Minimum: 10+ years SAP MM / Sourcing & Procurement experience, of which 5+ years as a procurement / PTP lead, with at least two full-lifecycle implementations including S/4HANA Sourcing & Procurement.

5. Relevant Expertise

Evidence required against:

• PTP breadth: S/4HANA Sourcing & Procurement, MM, invoice verification and contract / source management; Ariba or central procurement where deployed.
• Government procurement: approval hierarchies, compliance controls and alignment with public-sector procurement standards.
• Integration & data: AP / Finance integration, supplier and materials master governance, and migration.
• Controls: procurement SoD and audit-ready approval design.
• Public-sector / defence: procurement delivery under government controls and security-cleared environments.

6. Relevant or Similar Large-Scale SAP Project Experience

Provide two to three detailed case examples matched to the role and to defence or air-gapped environments.

9. Certifications and Professional Qualifications

Required

• Degree in a relevant discipline.
• SAP certification in Sourcing & Procurement / MM (S/4HANA).
• SAP Activate awareness.

Strongly preferred

• SAP Ariba certification.
• CIPS or equivalent procurement credential.
• Security-awareness credential (ISO 27001 LA or equivalent).
• Existing or prior Singapore security clearance.

State certification numbers and issue/expiry dates. Evaluators verify.
