PATH is a global nonprofit dedicated to achieving health equity. With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

PATH Kenya is a local entity that has been working in the country since 1990. PATH Kenya has been a trusted partner to the Kenyan government, the private sector, nongovernmental organizations, and communities, supporting the country’s rise as a health leader in East Africa and beyond. PATH in Kenya works to enhance health system capacity and resilience by providing technical expertise with deep local experience, accelerating progress through advocacy and policy, and using human-centered design to maximize impact.

PATH Kenya, seeks a Senior Technical Advisor (STA), HIV Care and Treatment, to provide strategic leadership and technical oversight for integrated HIV/TB care and treatment services across the project counties. The STA will oversee county work-plan implementation and work closely with Technical Advisors to maintain high-quality service delivery, monitor performance, and ensure timely corrective action. The role will also mentor project staff and implementing teams and strengthen their capacity at the project, county, sub-county, and facility levels.

The STA will lead transition and sustainability efforts with the County Department of Health to strengthen local ownership, institutional capacity, and continuity of services. Reporting to the Deputy Chief of Party (DCOP), the STA will also serve as the project's primary liaison with the County Department of Health.

Contract term: This is a six-month fixed-term contract, with the possibility of extension subject to the availability of donor funding.

Duty stations: Nyamira County (one position) and Vihiga County (one position)

  • Sustainability and transition: Strengthen county ownership and the sustainability of HIV/TB services by engaging county leadership; supporting county technical working groups, transition teams, and planning forums; and advancing county-specific transition roadmaps through increased domestic resource allocation and accountability.
  • Performance monitoring and compliance: Ensure the project meets donor targets and milestones, oversee data-driven quality-improvement initiatives, and contribute to technical reports.
  • Project visibility, learning, and knowledge sharing: Lead the documentation and dissemination of success stories, technical papers, lessons learned, promising practices, to enhance project visibility.
  • County Focal Person for the Project: Serve as the project’s County Focal Person, providing day-to-day supervision and management of the project staff based in the county, and ensuring effective coordination, accountability, and operational support.
  • Additional duties: Perform any other duties assigned by the supervisor.

Required Qualifications

  • Education: Holder of a MBChB or equivalent, with a Master of Public Health (MPH), or an equivalent qualification.
  • Experience: At least seven years of progressively responsible public-health experience, including the design, implementation, and oversight of county health systems-strengthening programs. At least five of these years must be in a senior supervisory role within the Ministry of Health or a donor-funded or PEPFAR-supported HIV/AIDS program.
  • Technical expertise: Demonstrated expertise in current integrated HIV guidelines, HIV/TB program performance metrics, donor compliance requirements, and Kenya’s devolved health-system architecture. The candidate must be able to navigate and engage national, county, sub-county, and facility-level health structures effectively to strengthen program implementation and sustainability.
  • Core competencies:
    • Strong analytical, problem-solving, capacity-building, communication, and interpersonal skills.
    • Ability to build, develop, and maintain effective relationships with county government leaders and staff, colleagues, private-sector stakeholders, and partners.
