Description
The City of Oxnard’s Public Works Department, Parks Division, is seeking a Crew Supervisor who is a strong, accountable leader with excellent organizational, analytical, and communication skills. The ideal candidate will effectively lead and develop staff, make sound, data-informed decisions, and organize people, resources, and priorities to ensure safe, efficient, and high-quality maintenance operations.
WHAT YOU'LL DO:
Plan, coordinate, prioritize, assist with, monitor, and direct the work of maintenance staff.
Assign work to assigned staff; monitor work activities to ensure safe work practices, work quality, and accuracy.
Ensure compliance with applicable rules, policies, and procedures.
Manage work orders and scheduling in the City’s Enterprise Asset Management system.
Lead in the selection and training of maintenance personnel; assume responsibility for motivating and evaluating assigned personnel; provide necessary training; initiate discipline procedures as is appropriate.
Participate in the development of policies and procedures; recommend department/division, projects, and work assignments to higher-level personnel.
Understand and execute policy decisions at the ground level through maintenance and repair projects and activities.
Develop scopes of work and technical specifications for maintenance services, materials, and projects, including defining requirements, deliverables, and performance standards for solicitations.
Manage On-Call service agreements and coordinate with contractors in providing contract services.
Develop schedules and methods for performing assigned duties; maintain appropriate work records and documents which may include timesheets, work orders; prepare statistical and/or analytical reports on operations as necessary.
Create inspection, maintenance, and replacement plans for all assets and areas of responsibility.
Refine current SOPs or create new SOPs where none exist for future maintenance and operations staff.
Plan schedules around the annual budget process to ensure projects are completed within required fiscal timeframes.
Prepare and submit recommendations on the budget; monitor budget expenditures.
May participate in organizational and community group meetings; respond to questions and inquiries.

Maintenance Crew Supervisor
SUPERVISION RECEIVED/SUPERVISION EXERCISED:
Incumbents supervise paraprofessional and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.
DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Maintenance Specialist, Senior in that it provides direct supervision of assigned crews, staff and/or first-level supervisors.
WORK SCHEDULE: The normal work week is Monday through Thursday, 7:00 AM to 5:00 PM, and alternating Fridays
7:00 AM to 4:00 PM. This position may be required to work additional hours in response to peaks in workloads and changes in department needs.
These class specifications represent only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.
Supervises staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures; ensures adherence to safety policies and procedures and applicable codes and regulations.
Plans, oversees, and reviews maintenance and operations work of assigned crews in facilities maintenance, streets maintenance, fleet services, construction project management, traffic signals, refuse/recycling/green waste collection and/or parks maintenance areas; provides support by performing advanced-level maintenance and operations work; performs inspections to review safety, work quality, and scheduling.
Serves as a technical resource and assists in the training and development of staff on equipment, safety, and operational practices and procedures; responds to inquiries and addresses service concerns and issues.
Maintains and oversees inventory of materials, tools and supplies; researches product and expense information; initiates replacement of required inventory; prepares, reviews and maintains reports, schedules, work orders, records and documentation related to assigned operational area.
Prepares and submits budget recommendations and monitors expenditures; may identify required capital improvements and work to secure funding; may administer contracts.
Performs other duties of a similar nature and level as assigned.
The following are the minimum qualifications necessary for entry into the classification:
EDUCATION:
High School Diploma or GED
EXPERIENCE:
Five (5) years of maintenance leadership experience
LICENSING/CERTIFICATIONS:
Valid California Class C Driver’s License with a satisfactory driving record
OTHER REQUIREMENTS:
Must be able to effectively communicate in English, both orally and in writing
Bilingual in Spanish is highly preferred

NOTE:
For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12-month probationary period.
Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them.
This position is not governed by the overtime provisions of the federal Fair Labor Standards Act and is not eligible for overtime pay.
