Radio-Canada’s regional media serve as the primary gateway to the French-language public broadcaster for the vast majority of Canadians across the country. To ensure their ongoing relevance and reflect contemporary Canada, our regional media services are currently undergoing a major strategic evolution.

The Strategic Planning, Organizational and People Development department defines the strategic planning for the Regional Media sector, monitors its execution, and maintains cross-functional alignment with regional directorates and other sectors. It also oversees the implementation of Radio-Canada's priority objectives.

Key Responsibilities:

  • In concert with the General Manager of Regional Media, defines the strategic direction for the entire component and plans its execution.
  • Identifies priority projects and files for regional media and oversees their deployment and follow-up, including:
    • Implementing the "needs wheel" (roue des besoins) into journalistic processes and transforming television newscasts.
    • Driving digital literacy across teams.
    • Managing training and recruitment.
    • Handling accountability reporting (CRTC and others).
  • Identifies, develops, and analyzes key performance indicators (KPIs) related to priority projects, and monitors them in collaboration with general management and regional directorates.
  • Acts as the liaison with all sectors of Radio-Canada, CBC, and partner groups for the deployment and execution of strategic directions and priority projects.
  • Facilitates connections between the various regional directorates regarding resources, knowledge transfer, projects, etc.
  • Develops and maintains relationships with community partners across the country, notably community radio stations, regional weekly newspapers, colleges, universities, etc.
  • Conducts strategic intelligence regarding local news nationwide and community-based media, with the support of internal partners.
  • Oversees all regulatory aspects for regional media, particularly in connection with CRTC obligations and Public Consultation Meetings (PCMs).
  • Represents Radio-Canada’s regional media and acts as an internal and external spokesperson for all projects and files under their responsibility.

This role requires full-time on-site presence.

Your profile:

  • University degree in a relevant field (e.g., journalism, communications, business administration, etc.).
  • Over ten (10) years of management experience in strategic-level roles.
  • Excellent skills in strategic planning, implementation, and KPI tracking.
  • Outstanding positive, collaborative, and unifying leadership skills.
  • Superior interpersonal and communication skills, with a strong interest in engaging with employees, colleagues, community members, and external organizations.
  • Excellent command of the primary working language, French (oral and written), and an excellent command of English.
  • Experience in and knowledge of the Francophone media, cultural, and political landscape in Canada.
  • Experience and proficiency in financial and budgetary management.
  • Knowledge of programming development and production processes (an asset).
  • Knowledge of the broadcasting industry and current practices (an asset).

Candidates may be subject to skills and knowledge testing.

We thank all applicants for their interest, but only candidates selected for an interview will be contacted.

As part of our recruitment process, candidates who advance to the next

step will be asked to complete a background check. This includes:

  • A mandatory Criminal record check.

  • Other background checks may be conducted based on the operational requirements of the position.
