Job Description
As a Lead Logistics Specialist, you will be responsible for managing project logistics activities from the bidding and sourcing phases through to project execution and final delivery. Based in Bilbao, you will act as a regional subject matter expert in project logistics, ensuring that transportation and customs solutions are safe, compliant, cost-effective, and delivered on time.
You will work closely with Procurement, Project Supply Chain, suppliers, freight forwarders, transporters, customs brokers, and other internal and external stakeholders to develop and execute efficient logistics solutions for domestic and international projects.
Key Responsibilities:
ITO / Project Bidding
Conduct logistics feasibility studies and route surveys during project bidding, including defining transportation limitations and survey requirements.
Develop logistics strategies and transportation concepts based on project scope, equipment dimensions, route constraints, and delivery requirements.
Prepare logistics cost estimates for ITO activities.
Prepare and issue transport RFQs, follow up with bidders, clarify offers, and support commercial evaluations.
Identify potential logistics risks and provide appropriate mitigation strategies during the bidding phase.
OTR Sourcing & Procurement
Prepare and initiate transport RFQs with approved logistics suppliers, including freight forwarders, heavy-lift operators, and transporters.
Manage supplier follow-ups, offer clarifications, commercial evaluations, and negotiations.
Prepare bid comparisons and lead freight negotiations through contract finalization.
Establish logistics agreements and commercial conditions for domestic and international project transportation.
Prepare Purchase Orders in ERP/SAP and establish frame agreements where required.
Ensure sourcing activities are aligned with project requirements, company policies, compliance standards, and cost targets.
OTR Execution:
Develop and maintain transportation plans for assigned projects.
Coordinate with Procurement, Project Supply Chain, suppliers, freight forwarders, transporters, shipping lines, and customs brokers to ensure shipments are collected and delivered according to project requirements.
Coordinate international shipments and customs activities to ensure timely arrival and clearance.
Work with Customs CoE, customs brokers, and logistics service providers to ensure timely customs clearance and efficient delivery to the project site.
Select the most appropriate and economical mode of transport while maintaining delivery commitments.
Ensure effective utilization of containers, vehicles, and transportation capacity to optimize logistics costs.
Ensure safe transportation and handling of project materials through to the final delivery location.
Ensure compliance with applicable local and international customs, transportation, trade, and EHS laws, regulations, and company requirements.
Provide effective logistics coordination for assigned projects across the region.
Ensure deliveries are executed safely, cost-effectively, on time, and within budget and contractual scope.
Apply and ensure compliance with Packing, Lifting & Lashing (PALILA) requirements for the safe handling and transportation of project materials.
Monitor and evaluate freight forwarder and transporter performance and drive corrective actions where required.
Identify opportunities to improve logistics efficiency, reduce cost, and optimize transportation solutions across projects.
Required Qualifications & Skills:
Bachelor degree and/or Master Degree or equivalent qualification in Logistics, Supply Chain, Transportation, International Trade, Engineering, Business, or a related field.
Major years of hands-on experience in Project Logistics, preferably within an industrial, energy, power, heavy equipment, or engineering environment.
Strong knowledge of road transportation, ocean freight, air freight, and multimodal transportation.
Strong expertise in project logistics planning, route surveys, heavy and oversized transportation, and complex logistics operations.
Solid knowledge of Packing, Lifting & Lashing requirements for project materials.
Strong understanding and hands-on experience with Incoterms, customs processes, international trade, and logistics contract management.
Experience developing strategic logistics and trade solutions and working with international customs brokers.
Extensive knowledge of logistics and transportation best practices, trade zones, customs requirements, and compliance standards.
Experience with logistics sourcing, RFQs, supplier negotiations, freight contracting, and commercial evaluations.
Experience working with ERP/SAP systems and logistics procurement processes.
Strong analytical and problem-solving skills, with the ability to balance cost, risk, compliance, safety, and delivery requirements.
Highly effective communication and stakeholder management skills, with the ability to interact confidently with cross-functional teams, management, suppliers, and business partners.
Ability to operate effectively in an international and multicultural environment and manage multiple projects and priorities simultaneously.
