SUMMARY
Engineering: Performs responsible technical support work related to design, construction, and inspection of engineering improvement projects and/or all aspects of various permitting processes within the Department of Public Works.
Transportation Permits: Receive and process various permit applications within the Department of Public Works including: Right-of-Way Excavation, Public Assembly, Outdoor Dining, Dumpster/POD, Banner/Flag/Holiday Decorations, Movable Sign, Residential Permit Parking, and Street Vendor. Collaborate with multiple Departments and Agencies to facilitate timely review and approval of permit applications. Prepare Traffic Control Plan narratives and graphic exhibits for special events and public assemblies.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Engineering
Collects data relevant to the designs and construction of public works projects
Prepares complete design drawings and maps of public works projects and coordinates with other departments
Prepares project specifications
Performs difficult engineering computations
Assists in site plan reviews, highway plans, flood plains, drainage and other engineering design work
Conducts field inspections or construction projects to insure compliance to approved plans
Prepares reports and develops visual materials
Maintains liaison and coordinates with consulting engineering and planners in various studies and construction projects
Trains other staff in new techniques
Transportation (Permits)
Receive and process various permit applications within the Department of Public Works including: Right-of-Way Excavation, Public Assembly, Outdoor Dining, Dumpster, Banner/Flag/Holiday Decorations, Movable Sign, Residential Permit Parking, and Street Vendor.
Work with multiple Departments and Agencies to facilitate timely review and approval of various permit applications.
Assist customers in maintaining compliance with City Code while conducting activities within City street rights-of-way.
Prepare Traffic Control Plan narratives and graphic exhibits for special events and public assemblies.
Maintain and update Transportation Division Street Closure website.
Perform field inspections to verify compliance with permit provisions.
Assist Management with special projects as requested.
Permits: Serve as the primary point of contact for permit applicants and permit holders. Assist customers in maintaining compliance with applicable City Code and City Policies throughout the permit process.

EDUCATION and/or EXPERIENCE
Associate's degree or equivalent from two year college or technical school with major in civil engineering technology related field and three to five years related experience and/or training in paraprofessional engineering work and computer aided drafting and design II with work in civil engineering software; or equivalent combination of education and experience.LANGUAGE SKILLS
Ability to read, analyze, and interpret, journals, reports, documents, and maps. Ability to communicate effectively with management, public groups or employees of organization.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written or oral form.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid appropriate driver's permit issued by the Commonwealth of Virginia.
