Utilities Maintenance Worker II

  

General Purpose:
The purpose of this position is to oversee and inspect construction and utility activities occurring within City of Melissa rights-of-way to ensure compliance with approved plans, permits, City standards, and safety requirements. The Right-of-Way Inspector serves as the City’s field representative, ensuring contractor compliance, protecting public infrastructure, verifying and Preforming utility locates, and promoting safe construction practices.

Under the general direction of the Public Works Director.

Examples of Duties:

▪ Conducts daily field inspections of construction and utility work within City rights-of-way to ensure compliance with approved plans, specifications, permits, and Public Works standards.
▪ Monitors contractor activities for compliance with City policies, procedures, and applicable local, state, and federal regulations.
▪ Maintains detailed daily inspection reports and activity logs; creates and completes work orders related to daily operations, including comprehensive photographic documentation.
▪ Maintains records and conducts daily reviews of Utility Installation Requests (UIRs) and Right-of-Way (ROW) permit statuses, including reviewing new permit submissions and notifying staff of project progress and      completed work.
▪ Verifies 811 utility locates are obtained, current, and properly maintained prior to and during excavation activities.
▪ Preform utility locates for verification of utility accuracy using GIS and 811 data.
▪ Ensures contractors perform potholing/exposing of existing utilities when working near City infrastructure to prevent damage and conflicts.
▪ Inspects work involving paving, drainage systems, stormwater infrastructure, water and sanitary sewer lines, concrete structures, sidewalks, curbs, and ADA-compliant ramps.
▪ Identifies deficiencies and non-compliant work and communicates corrective actions to contractors, engineers, project managers, and Public Works leadership.
▪ Monitors construction and evaluates materials for quality control and adherence to City design standards.
▪ Inspects and enforces stormwater pollution prevention (SWPPP) and erosion control measures.
▪ Confirms proper surveying, staking, and layout provided by contractors.
▪ Assists in documenting field changes and plan modifications for approval.
▪ Serves as the field liaison between City staff, contractors, developers, utility companies, and the public.
▪ Coordinates with police, fire, utilities, and other stakeholders during construction activities.
▪ Conducts meetings with contractors to review compliance, scheduling, and project progress.
▪ Responds to citizen concerns regarding construction activities in a professional manner.
▪ Tracks project progress, deficiencies, and resolutions.
▪ Researches utility locations, easements, and right-of-way boundaries using GIS.
▪ Ensures safe work zones, including traffic control and public safety measures.
▪ Supports Public Works operations through dependable attendance and teamwork.
▪ Assists other departments during emergencies or unusual situations.
▪ Attends safety training and meetings.
▪ Performs other duties as assigned.

Minimum Qualifications

1. Education and Experience
   1. High School Diploma or GED

AND

1. 2. Three to five (3-5) years previous experience in construction inspection, public works, utlitlies, or related field

 OR

1. 3. Any combination of education and experience that would provide the applicant with the desired skills, knowledge and ability required to perform the job.

2. Valid Texas Class C Driver’s License. 
3. Associates degree or technical training in construction management, civil engineering, technology, or related field, preferred.
4. Experience working for a municipality or performing right-of-way inspections, preferred.
5. Knowledge of North Texas construction practices and utility coordination, preferred. 
6. TCEQ Water Distribution License (Class D or higher) and/or Wastewater Collection License (Class I or higher), required or ability to obtain within 12 months.
7. OSHA 10 or OSHA 30 Construction Safety Certification, required or ability to obtain within 12 months. 
8. NPDES / TCEQ Stormwater (SWPPP) Inspector Certification, required or ability to obtain within 12 months. 
9. ATSSA Traffic Control Technician or equivalent Work ZoneSafety Certification, required or ability to obtain within 12 months. 
10. Confined Space Awareness Tranining, required or ability to obtain within 12 months. 

Required Knowledge, Skills, and Abilities
Knowledge of: right-of-way regulations; municipal infrastructure systems; construction inspection methods; 811 utility locating requirements; safe excavation practices; engineering plans, specifications, and permits.

Skills in: reading and interpreting plans and drawings; documenting inspections; communicating effectively with contractors, staff, and the public; identifying deficiencies and enforcing compliance; maintaining accurate records.

Ability to: work independently in field environments; manage multiple projects simultaneously; make sound decisions in dynamic conditions; communicate clearly and professionally; enforce standards diplomatically; perform detailed inspections under varying environmental conditions.
