Hiring Range: The hiring range for this position is $65,462 - $72,008 per year, depending on skills and qualifications.

Work Schedule:    Generally, Monday-Friday; and, after-hours meetings, problem resolution & on-call as necessary

NATURE OF WORK

As a member of the town’s Information Technology (IT) Department, the Application Systems Administrator will provide exceptional, service-focused, and reliable customer service and communication in handling service requests, incidents, changes, and releases. The Applications Systems Administrator works under the general supervision of the IT Operations Supervisor and in collaboration with the IT Department Team Members.  

The Application Systems Administrator is required to perform work in a manner consistent with and exemplary of the town’s PRIDE philosophy and the town’s Equal Employment Opportunity policy.

SUPERVISION RECEIVED

The Application Systems Administrator works under the direct supervision of the IT Operations Supervisor to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. ESSENTIAL JOB FUNCTIONS

The Application Systems Administrator is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, department, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for, and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:

  • Provide technical support, system configuration, integration, change management, testing, implementation, performance tuning, and overall application management to all enterprise applications
  • Assist in designing, scripting, testing, debugging, and documenting applications
  • Use troubleshooting skills and problem management to diagnose issues
  • Perform application releases to the production environment following change management procedures
  • Create reports and write queries in support of business teams
  • Manage, triage, and prioritize incoming user support requests, including operational issues, technical defects, data problems, and data reporting issues
  • Collaborate with Systems Administrator and IT Operations Supervisor to assist with Enterprise Resource Planning (ERP), automation/efficiency opportunities, and deliver quality services to customers
  • Effectively communicate with all stakeholders and vendors to assess needs, describe changes, manage projects, and maintain budgets
  • Maintain and cultivate Customer Relationship Management
  • Record and maintain licensing compliance tracking and accounting  
  • Train users and peers to ensure adequate knowledge distribution
  • Regularly perform security audits of town security parameters
OTHER DUTIES

Depending on organizational need, additional duties may include the following:

  • The Application Systems Administrator position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check
  • Perform research as directed, such as discovering new technology or tools, market research, etc.
  • Perform related duties as established by law/ordinance or reasonably directed by the town
  • Assist other town departments/divisions, as necessary
  • May participate in town employee committees, projects or assignments as required
  • Other duties, projects, initiatives, and activities assigned by the IT Operations Supervisor, IT Manager, Town Manager, and Department Heads 
EDUCATION, EXPERIENCE AND FORMAL TRAINING  
  • Minimum of five (5) years of progressively responsible work experience in the management of Applications
  • 2 years of experience in the IT field of work using project change, and project management methodologies
  • Demonstrated experience supporting enterprise software, testing and deployment, and/or other relevant software products or programming languages
  • Demonstrated experience with technical project execution involving cross-functional teams, exposure to project management processes required
  • Bachelor’s degree in Information Technology, Computer Science, or a related field from an accredited college preferred
  • Experience managing applications using Microsoft Windows operating systems and TCP/IP network environments
  • Equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills, and abilities to perform the essential functions of the job.
LICENSES OR CERTIFICATES 
  • Must have a current Colorado Driver’s License or the ability to obtain one upon hire, that meets the Town of Windsor’s standards
  • Network, Computer, and/or Software related certifications, or the ability to obtain them preferred
KNOWLEDGE, SKILLS & ABILITIES 
  • Knowledge of the theory, principles, and practices of technology management (Project, Change, Problem, ITIL, etc.) and of the current trends in Information technology, and how to apply them to public sector service delivery
  • Experience & knowledge in the following areas: Cloud services, application management, and terminology; IT methodology and best practices
  • Knowledge of local government enterprise applications used by the town (or hardware/systems similar to those used by the town). Strong knowledge of the principles, practices, and techniques of hardware and software configurations, and relational database structures
  • Knowledge of computer programming concepts and intermediate to advanced ability to code using programming languages commonly used in conjunction with current IT technology  
  • Understanding of IT-related software development principles and practices and ability to apply these in project analysis and management  
  • Knowledge or familiarity with the following software: SharePoint, OneDrive, Laserfiche, Novus Agenda, NEOGOV, RemitPlus, Springbrook, Adobe Sign, Adobe Workflows, Cartegraph, ArcGIS, E-Force, Envisio, Resource X, and asset management related concepts is highly desirable?
  • Knowledge of project management methods and techniques; AGILE and SCRUM knowledge desirable  
  • Knowledge of federal, state, and local statutes, ordinances, and resolutions that regulate information technology
  • Knowledge of the general principles and practices of public administration including budgeting, purchasing and financial transactions, employee expectations, and communication protocols
  • Strong analytical and problem-solving skills; strong conflict resolution skills
  • Ability to effectively present and offer innovative ideas, new methods, trends, and solutions to the advancement of the organization
  • Ability to communicate effectively and update town departments on current and upcoming projects, as appropriate
  • Ability to cultivate and maintain effective working relationships with other employees, vendors, contractors and the general public
  • Ability to manage and prioritize multiple assignments within established deadlines
  • Extensive knowledge of, and experience with, Microsoft Office and IT software programs and applications
  • Ability to communicate technical ideas to technical and non-technical audiences at multiple levels of the organization orally and in writing
  • Ability to anticipate and be aware of the town’s application needs, and effectively communicate with all IT team members
  • Ability to use independent judgment and discretion in determining & implementing procedures for areas of responsibility
  • Ability to effectively, efficiently, and courteously communicate verbally and in writing, essential in providing instructions and inspecting the work of others, memos, and correspondences
MATERIALS and EQUIPMENT USED  

Materials and equipment used include, but may not be limited to the following:

  1. Equipment: The position requires the ability to properly operate or use the following equipment:  computer and associated software, cell phones, scanner, printer and other office equipment and technology hardware.  The position may require driving a Town-owned or personal vehicle.

The physical demands described here are representative?of those that must be met by an employee to successfully perform the essential?functions of this job.

The physical activities of this position include, but are not limited to, the following: fingering, sitting, grasping, reaching, handling, feeling, talking, hearing and repetitive motions.

The physical requirements of this position are considered Sedentary work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

The employee is subject to inside environmental conditions (protection from weather, but not necessarily temperature changes.) but may be occasionally be exposed to outside conditions in the course of regular activities.
