WFP is fully aware of the impact that the climate emergency is currently having on achieving Zero Hunger by 2030 (SDG 2). Findings from the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) indicate that climate change could increase the risk of hunger and malnutrition by up to 20 percent by 2050, and its impacts will be felt disproportionately on the most food insecure and vulnerable.
WFP is committed to step up the number and scale of its climate-related interventions to support adaptation efforts of vulnerable people and governments globally, focusing on food and nutrition security.
WFP is supporting governments to access climate finance from various bilateral and multilateral sources such as the Adaptation Fund (AF) and the Green Climate Fund (GCF). The processes to design climate adaptation projects, draft the proposals and related documentation, review the proposals with the respective funds’ secretariats and submit them to the funds’ Boards need extra efforts, time and specific capacities.
Specifically, the WFP Tajikistan office is planning the implementation of a Green Climate Fund (GCF) project to build upon the achievements of the previous GCF programme and mobilize additional funding for climate adaptation and early warning activities.
Green Climate Fund (GCF) has approved a USD 30 million climate adaptation project for Tajikistan. The project aims to support 73,500 people through climate-resilient agriculture, sustainable water management, strengthened climate information services, and enhanced institutional capacity.
The project will help communities anticipate, prepare for, and adapt to climate-related shocks while strengthening resilience at local and national levels. It also supports the implementation of Tajikistan's Nationally Determined Contribution (NDC) under the Paris Agreement and other national climate priorities.
As the GCF accredited entity, WFP will oversee implementation of the project in partnership with the Government, including the Committee for Environmental Protection and its Centre for Implementation of Investment Projects (CIIP), as well as development partners and local communities.
The project will deliver integrated interventions across agriculture, water management, climate information services, and institutional strengthening to improve resilience, safeguard livelihoods, and enhance food security in climate-vulnerable areas.
Over the coming years, the GCF-funded project will support climate-resilient development through targeted investments benefiting vulnerable rural communities. Key expected results include 14 District Adaptation Plans, stronger early warning systems, rehabilitated water and irrigation infrastructure, 200 greenhouses, 500 hectares of resilient orchards, 14 demonstration farms, 120 storage facilities, and expanded livelihood and value-chain support for women, youth and vulnerable households.
The national consultant will focus on data collection, adaptation of frameworks, stakeholder engagement, country context alignment, and drafting of country-specific inputs to support efficient and high-quality submission of the inception report.
This position is based in Dushanbe, Tajikistan. The incumbent will report to the Resilience and Food Systems Coordinator with overall guidance of the Head of Programme. The starting monthly salary for this position is 2,197 USD.
The incumbent is expected to perform the following duties and responsibilities:
Stakeholder Engagement & Governance
• Organize and facilitate the national Project Inception Workshop in Dushanbe.
• Secure formal agreements with the Tajikistan Committee for Environmental Protection.
• Form and convene the first Project Steering Committee (PSC) meeting.
• Map non-governmental, local civil society organizations (CSOs) and women's groups for field execution.
Technical Review & Baselines
• Jointly with RAM, define the project's Theory of Change (ToC) against current 2026 climate data.
• Validate targeted geographic areas using updated climate vulnerability maps.
• Review and update the Environmental and Social Management Plan (ESMP).
• Jointly with gender focal point update the project's gender action plan to align with local context.
Operational & Financial Readiness
• Finalize the Annual Work Plan and Budget (AWPB) for Year 1.
• Draft standard operating procedures (SOPs) for financial disbursements.
• Define clear procurement pipelines for climate-resilient agricultural inputs.
• Setup institutional tracking systems for project co-financing commitments.
Monitoring, Evaluation, Accountability, and Learning (MEAL)
• Together with RAM, refine the GCF Performance Measurement Framework (PMF) indicators.
• Design the methodology for the upcoming comprehensive baseline survey.
• Establish linkages with the Community Feedback Mechanism

QUALIFICATIONS & EXPERIENCE:
Education: Advanced University degree in development studies, degree in Agriculture, Agriculture Economics, Natural Resource Management or a relevant field or First University degree with additional years of related work experience.
Experience, Knowledge & Skills:
1. At least 3 years of experience in development of projects with components in climate finance, agriculture/rural development, agricultural value chain development.
2. Experience working with government ministries or development partners in Tajikistan.
3. Proven experience in developing GCF or other climate finance proposals.
4. Experience in conducting stakeholder consultations and drafting consultation reports.
5. Full literacy in Microsoft Office and excellent presentation skills.
6. Strong analytical and drafting skills, with ability to synthesize technical information.
Languages: Required fluency English and Tajik and/ or Russian.
