Position Summary
The Estimator is responsible for calculating accurate project cost estimates, working with cross-functional teams to develop complete bid packages to support competitive bids and successful project execution. This role evaluates technical specifications, drawings, and customer requirements to prepare detailed Ship Work Breakdown Structure (SWBS) estimates, cost analyses, and Basis of Estimate (BOE) documentation. The Estimator collaborates with customers to assess and calculate total cost of vessel maintenance, upgrades, and repair requirements to ensure estimates align with project goals and company objectives.
Domestic and international travel may be required.
Essential Functions
- Perform detailed ship checks onboard customer vessels to ensure scope of work is being properly estimated, with basis of estimate (BOE) documentation and historical cost data to develop accurate cost estimates and proposals, and coordinate with customers and subcontractors on project scope
- Review RFPs, specifications, drawings, blueprints, and material list requirements, incorporating work package of items, labor, schedule, and material availability to develop a basis of estimate and support project turnover to the execution team upon award
- Collaborate with internal and external stakeholders to review, present, and defend estimates, identify project risks, and recommend mitigation strategies
- Maintain communication with internal and external contacts in the solicitation of subcontracted work efforts, including potential scoping with customers
- Other duties may be assigned as directed
Requirements
- Ability to develop accurate labor, material, and project cost estimates using SWBS methodology and estimating software/ERP systems for cost modeling and proposal development
- Ability to interpret engineering drawings, technical specifications, and bills of material (BOMs)
- Familiarity with OSHA 1915 and the difference between U.S. Navy, USCG, and commercial shipbuilding standards as it applies to preparing estimates and determining labor allowances
- Must have strong Microsoft Office Suite computer skills
- Must have strong organizational, time management, written and verbal communication skills
- Must have ability to maintain confidentiality and a professional demeanor
- Must adhere to ISO and OSHA policies established by FMSNA and have high values for safety awareness
Education and Experience
- Bachelor’s Degree, or equivalent combination of education, training, and experience
- 6 Years of experience and ship repair estimating experience preferred
- CPE, AEP, and PMI certifications preferred
