Mandatory Reference Checking Scheme (“MRC”) for Hong Kong
The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

• Support change management initiatives and track milestones. Document project progress and escalate risks or delays.
• Engage in process optimization, collect, and analyze data for AML/CFT/fraud workflow reviews, monitor false positives, and highlight inefficiencies. Support preparation of dashboards and performance reports.
• Support vendor solution assessments by compiling evaluation criteria and documenting outcomes. Maintain records of reviews of vendor solutions.
• Assist in regulatory support and coordinate with regulators, auditors, and consultants to gather documentation and track outstanding issues.
• Organize logistics for training sessions on analytics tools and new processes. Compile feedback for continuous improvement.
• Draft progress updates, risk summaries, and benefit realization reports for review by the senior management.
• Coordinate assignment of technical staff to FCC function teams.
• Oversee the incident management which involves developing and implementing policies, coordinating response activities, and continuously improving incident management processes.
• Propose, design, develop and implement strategic and analytics solutions in response to emerging risks.
• Assist in budgeting, collate departmental inputs, and support financial tracking with FCC/ CCG. Monitor expenditure against approved budgets and flag variances.
Requirements:
- Degree holder in Business Administration, Accounting, Information Technology or related disciplines
- Minimum 10 years’ solid experience in project management gained from financial related sectors is preferred
- Prior experience in project management, financial business integration project is a definite advantage
- Good understanding in both the business products / services and technical aspects of system platforms
- Holder of HKMA ECF Fintech (Core Level) Certificate is preferred
