Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The People and Culture Business Unit is seeking a talented and experienced professional to join our team as a People and Culture Senior Systems Administrator Analyst. The successful individual needs to have demonstrated experience in project management, system design, development, and implementation/improvement of system solutions in the human resources field. The work requires advanced knowledge of human resource management practices, theories, and techniques and of organizational structure, functions and procedures. This position will report to the People and Culture Systems and Analytics Manager.

  • Project lead over HR systems, development and implementation projects involving considerable scope, complexity and long term commitments; 
  • Lead system user groups in the design, development, implementation, and modification of systems.
  • Analyze and evaluate the effectiveness of management controls, channels of communication, operating procedures, organization and flow of work; 
  • Devise efficient methods of accomplishing work and recommend solutions to resolve problems.
  • Collaborate with utility team members to ensure data and functional integrity across projects. Will personally interact with departmental personnel, consultants, other City departmental personnel and management to explain technical recommendations.
  • Identify, recommend, and implement solutions for reporting systems, dashboards, and performance metrics to support leadership/management business decisions.
  • Serve as main system administrator to People and Culture business unit systems and provide troubleshooting assistance to internal customers including, but not limited to, being the point of contact with Seattle IT/vendor.
  • Document and train users on system usage and best practice on system operations.
  • Performs other duties of a comparable level/type as required. 

Required Qualifications

In addition to the skills and experience mentioned below, a successful applicant will have experience that reflects a commitment to creating fair and equitable outcomes and has:  

Requires three years of experience in systems, operations, procedures, research or analysis and a Bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training or experience that provides an equivalent background required to perform the work of the class).

Desired Qualifications: 

  • Extensive work experience working with varied HRIS databases and related software and process automation;
  • Advanced automation proficiency working with Microsoft Apps (Excel, SharePoint, and Power Automate);
  • Strong analytical skills, critical thinking and excellent problem-solving skills;
  • Ability to bridge the technical gap between IT and non-technical users; 
  • Self-motivated team player with proven ability to be flexible and adaptable to a changing environment;
  • Demonstrated experience communicating with individuals at all levels of the organization and model effective customer service;
  • Demonstrated experience handling confidential and sensitive information;
  • Ability to meet deadlines without compromising accuracy, excellent product quality and attention to detail; and,
  • Possess a positive, service-oriented attitude with strong time management and organizational skills with exceptional follow-through to maintain workload.

The full salary range for this position is $56.23 to $65.54 per hour.
