Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only).  Availability is subject to center waitlist.  
Job Summary: 
This position performs a variety of day-to-day visitor services and general maintenance tasks designed to protect, maintain, operate and repair the lands, structures, facilities, equipment and programs of County parks, campgrounds and/or recreational areas. The Park Specialist provides information, education and resources to park visitors together with performing semi-skilled corrective and preventative maintenance, repair and routine landscape and grounds beautification and development. This position has considerable contact with the public and patrons of County parks, campgrounds and/or recreational areas. Working a flexible schedule to include weekends may be required.

Essential Functions: 
This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.    
  • Perform routine, manual grounds-keeping duties, including but not limited to, strenuous physical work outdoors in varying weather conditions for planting, cultivating, fertilizing, mowing, trimming or tree removal, spraying, applying herbicides/pesticides, pruning, raking and gathering/disposal of leaves and yard debris; maintain and repair wastewater system lines.
  • Perform routine janitorial duties to maintain park facilities, grounds and equipment such as using approved cleaning methods and products, and restocking appropriate supplies for restrooms, picnic shelters, trash bins, walkways, campground areas, fire pits, and common areas.
  • Operate and perform minor repair and maintenance on a broad range of hand power tools, equipment, and machinery; operate a variety of equipment supporting park system operations; work independently or in a team; may lead the work of temporary, seasonal or new employees, and/or volunteers.
  • Assist with structural maintenance and repair of buildings and facilities, including but not limited to, non-licensed construction, plumbing, framing and/or finish carpentry (examples include picnic tables, benches, signs, light fixtures, etc)
  • Troubleshoot, repair, operate and adjust manual and automatic utility and irrigation systems. Install and repair irrigation valves, heads and mainline; operate remote control devices and assist with electronic or low-voltage electrical systems.
SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. However, the following is preferred:  
  • Three years of relevant, progressively responsible work experience in a park, campground and/or recreational facility that includes visitor services and operations that provide the knowledge, skills and abilities required to perform the job.
  • Associates’ degree in Park & Recreation, Natural Resource Management or Environmental studies plus 1 year of relevant work experience.
Desirable qualifications: 
State of Oregon Pesticide/Herbicide Applicator License

Required:
  • At time of appointment, must possess valid Oregon drivers license.
  • Regular and consistent attendance  
Knowledge of: Reasonable knowledge of the principles, practices, supplies and equipment used in the service and operation, landscape, maintenance, equipment, programs, and safety in parks, campgrounds and/or recreational areas including but not limited to, materials and methods applied to building maintenance, irrigation, janitorial and other relevant maintenance and development needs; reasonable knowledge of Oregon specialty codes that govern building, plumbing, landscape and construction; reasonable knowledge of the operation and repair of relevant equipment and machinery; knowledge of revenue handling and record keeping; and safety rules and identification of safety hazards. Skill in: Safe operation of vehicles and power equipment, including use of hand tools; use of a personal computer; and professional handling of complex or confrontational interactions needed for successful conflict resolution. Ability to: Communicate effectively in both oral and written forms; courteously interact with visitors, employees, vendors, and the public in general; remain calm and address rule violations with the public in a positive and respectful manner; utilize problem identification and conflict resolution techniques; collect, transport and/or deposit monies in accordance with County and department cash handling practices; perform manual parks maintenance related duties in areas of assignment; operate vehicles, trailers and other specialized equipment involved in park maintenance; work independently or as part of a crew; perform strenuous physical work outdoors in varying weather conditions; wear personal protective equipment as required; and perform limited mechanical, plumbing and carpentry repairs.



While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical exam conducted at county expense.

Driving Record: A current copy of your Court Print Driving Record must be attached to your application in order to be considered for this position.  A Court Print Driving Record is obtained from the DMV and may take 5 - 7 days for delivery, longer for out-of-state.   An unacceptable driving record for employment is defined in the Douglas County Driver Policy Standard Operation of Vehicles #5.
