Unified Business Technologies is seeking an experienced Electrical Quality Assurance Representative (QAR) to support USACE construction quality management activities at Walter Reed National Military Medical Center.
The Electrical QAR will provide onsite inspection, quality assurance, technical review, construction surveillance, testing oversight, reporting, and project documentation for electrical systems associated with multiple healthcare facility renovation and modernization projects.
Electrical-related work includes projects such as Automatic Transfer Switch replacements, Building Automation System upgrades, AHU replacement projects, miscellaneous facility repairs, and electrical components supporting mechanical and healthcare facility systems.
- Conduct onsite electrical construction inspections and quality surveillance.
- Inspect contractor QC activities.
- Review electrical plans, drawings, specifications, and contract requirements.
- Review electrical submittals, shop drawings, samples, and product information.
- Review RFIs/RFCs and provide technical recommendations.
- Monitor electrical testing and record required test information.
- Verify installed materials and construction methods meet contract requirements.
- Identify deficiencies and recommend corrective action.
- Monitor contractor progress and schedules.
- Support electrical portions of automatic transfer switch, BAS, HVAC, mechanical, and facility modernization projects.
- Review contractor change requests and proposed modifications.
- Assist with punch-list inspections and corrective-action verification.
- Review electrical as-built drawings.
- Collect and review electrical O&M manuals and warranty documents.
- Prepare detailed construction inspection reports.
- Maintain inspection checklists and progress photographs.
- Utilize USACE RMS for construction reporting.
- Participate in weekly progress meetings and coordinate with Government, design, and construction personnel.
Requirements
- Appropriate professional or master-level electrical licensure meeting the Government requirement.
- Minimum 10 years of relevant field experience supporting construction, renovation, or modernization work.
- Previous experience participating in the USACE Three-Phase Inspection Process.
- Prior experience utilizing and complying with USACE EM 385-1-1.
- Demonstrated ability to inspect electrical construction activities and evaluate compliance with drawings and specifications.
- Ability to review electrical submittals, shop drawings, RFIs, testing documentation, and project plans.
- Must be available to work full-time onsite in Bethesda, MD.
Within 90 days of beginning onsite work, personnel must have:
- OSHA 30-Hour Construction
- USACE CQM-C
- Familiarity with CE-SOHMS.
