Job Summary:

API (Arctic Pipe Inspection) is currently seeking a Health Safety Environmental (HSE) Manager.

This position reports to the API President & CEO. The HSE Manager will Lead and manage the company's HSE program, providing strategic direction, leadership, and oversight of HSE activities. Directly supervise, coach, and develop two HSE Coordinators (one full-time and one part-time), while maintaining a dotted-line relationship with the AIS Regional HSE Manager and supporting the parent company's HSE objectives and initiatives

• Lead and manage the company's Health, Safety & Environmental (HSE) program, providing guidance and support to management, supervisors, and employees to promote a strong safety culture.
• Develop, implement, and maintain HSE policies, procedures, and programs that align with company objectives, regulatory requirements, and applicable industry standards.
• Ensure regulatory and compliance requirements are met, including OSHA, EPA, TCEQ, and applicable federal, state, and local regulations.
• Identify and evaluate workplace hazards and operational risks through inspections, risk assessments, JHAs/JSAs, audits, and other proactive safety processes; implement effective controls to reduce risk.
• Lead incident and near-miss investigations, including root-cause analysis, corrective actions, lessons learned, and follow-up to prevent recurrence.
• Establish, monitor, and report HSE performance metrics, including leading and lagging indicators, safety observations, incident trends, corrective actions, and other key performance indicators.
• Develop and oversee HSE training and employee engagement programs, including new-hire orientation, regulatory training, toolbox talks, safety communications, and supervisor development.
• Coordinate environmental and emergency preparedness programs, including hazardous materials, waste management, spill prevention/response, emergency response plans, and required environmental reporting.
• Partner with operations, engineering, and leadership to drive continuous improvement, standardize HSE practices, improve operational performance, and ensure HSE considerations are incorporated into business planning and decision-making.
• Manage contractor and subcontractor HSE requirements and third-party prequalification programs, including platforms such as ISN, Avetta, and other customer/TPA systems. Ensure company and project HSE documentation, insurance, training records, audits, corrective actions, and compliance requirements are maintained and submitted timely.

Requirements and Education:

• Bachelor's degree in Occupational Safety & Health, preferred; equivalent combination of education, training, and experience may be considered.
• Strong knowledge of OSHA regulations and applicable federal, state, and local HSE requirements
• Strong communication, organizational, analytical, and interpersonal skills with the ability to influence employees, supervisors, managers, executives, customers, and contractors at all levels of the organization.
• Proficiency with HSE technology and information management systems, including Learning Management Systems (LMS), electronic HSE databases, incident and corrective action management platforms, audit/inspection systems, safety observation tools, vehicle/fleet telematics, and reporting/dashboard applications.

Travel:

• Local travel is required to support company locations, operations, audits, inspections, training, and other HSE activities.
• Occasional overnight and out-of-area travel may be required for corporate conferences, and other business needs.
• Travel requirements will vary based on business and operational needs.
