DEFINITION

Under the supervision of the Technology Systems Manager, the Technology Systems Specialist (Specialist) performs a wide range of technical and administrative tasks to support the District's computer systems, networks, and voice communication infrastructure. This role involves maintaining and improving technological systems, offering technical support to District staff, and ensuring system reliability and security. Work is primarily during standard business hours, with occasional evening and weekend work for special projects or urgent issues.

The Specialist should have strong skills in Microsoft Windows administration, network security, and project management. Responsibilities include analyzing system performance, updating procedural documentation, advising on technological solutions, and ensuring compliance with regulatory standards. The role requires collaboration with control systems staff and senior technology personnel to support the District's technology infrastructure and strategic objectives.

This position is suited for individuals aiming to advance in information technology, offering experiences in system administration, policy development, and end-user support. It emphasizes the importance of technical expertise, strategic thinking, and effective communication in maintaining and enhancing the District's technological operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Administer District workstations, ensuring desktop software updates and system scripts for automatic updates are effectively managed, maintaining operational efficiency of PCs and laptops.
  • Maintain high security levels across networked devices by promptly updating endpoint protection software, covering all user devices to safeguard corporate data.
  • Serve as the primary contact for District staff, offering comprehensive technical support for desktop, mobile, system issues, printers, and other peripheral devices.
  • Provide support for technology systems used by field teams including mobile devices and remote access tools. Ensure these tools are functional and accessible to field personnel working outside main office.
  • Install, maintain, troubleshoot, and update District computer hardware, software, network hardware, servers, telecommunications equipment, and related technology systems.
  • Coordinate with software and hardware vendors to facilitate support and troubleshooting, ensuring the reliability and performance of IT equipment.
  • Assist in the preparation and monitoring of the IT budget, managing financial resources to support the corporate IT infrastructure, including networks, users, printers, PCs, and laptops.
  • Oversee the ordering, deployment, and integration of new IT equipment, following documented procedures to enhance business operations.
  • Conduct regular system updates on a defined schedule to ensure the security and currency of corporate networks and systems.
  • Manage backup media storage according to District policies, ensuring data integrity and recovery capabilities for business operations.
  • Develop and administer electronic data management policies and procedures, focusing on areas such as system security, disaster recovery, and backups, to protect corporate data.
  • Implement mobile device management and backup strategies, including policies for email retention and data security monitoring, to cover all mobile devices.
  • Install, maintain, administer, and troubleshoot District security systems, including access control systems, video surveillance systems, and associated software.
  • Maintain an accurate inventory of District computer equipment, scheduling timely replacements and upgrades to support business needs.
  • Keep records of all software licenses, ensuring compliance with agreements and that systems, including business and data networks, are up-to-date.
  • Administer District data security measures, including firewall management and spam filtering, to protect against cybersecurity threats to corporate networks.
  • Collaborate with Control Systems staff for installation, maintenance, administration and support of ICS/SCADA networks, including servers, databases, user access, backups and software updates to ensure these systems are integrated and secure within the broader IT infrastructure.
  • Create, update, and maintain manuals and procedures for IT management, focusing on best practices and compliance standards for both corporate and operational technology systems.
  • Manage data servers, VM hosts allocation, and data storage solutions, ensuring the infrastructure supports business continuity and data accessibility.
  • Provides support in the event of server, network, telecommunications, cybersecurity, or other technology-related emergencies impacting District operations and assists with service restoration efforts.
  • Assists with cybersecurity assessments, vulnerability remediation, regulatory compliance activities, and implementation of technology security best practices.

EMPLOYMENT STANDARDS

Knowledge of:

The ideal Technology Systems Specialist would have working knowledge of and/or experience with the following types of software and hardware provided below:  

  • Microsoft Windows (including Win 10, Win 11), MS Office products, Adobe Acrobat, Office 365, Azure cloud-based services, and other desktop software.

  • Mobile device management and support.
  • Network communication fundamentals, including WANs and LANs, Purdue model.
  • Windows Active Directory, Azure active directory, and cloud-based services.
  • Remote access fundamentals and VPNs, mobile access.
  • Microsoft SQL server, database administration.
  • Software and hardware licensing and support principles.
  • Asset lifestyle and management.
  • System management and patch management fundamentals.
  • General business principles, including developing basic budgets and tracking expenses.
  • Operations control systems (ICS/SCADA), preferred.
  • Fundamental information security systems best practices.
  • Identity management, multi-factor authentication, and single sign-on fundamentals.
  • Anti-virus, Anti-malware, behavioral guard, threat prevention principles.
  • DevOps fundamentals with Azure cloud-based services, Amazon Web Services (AWS), and Google Cloud (GCloud).
  • Fundamentals of IT Service Management.
  • Basic Scripting and Automation capabilities.
  • Documentation skills aligned with industry best practices.
  • Collaboration tools such as Microsoft Teams.
  • Soft skills including communication, problem-solving, and teamwork.
  • Ethical considerations in IT.
  • Regulatory compliance relevant to U.S. critical infrastructure.

Ability to:

  • Manage and complete multiple, varied assignments within prescribed deadlines despite frequent interruptions.
  • Adapt to, learn, and support new technologies and software applications in alignment with organizational needs.
  • Liaise effectively with internal departments, external organizations, District staff, and vendors for problem-solving, knowledge-sharing, and policy implementation.
  • Communicate effectively, both orally and in writing, including the development and administration of IT policies, procedures, and training materials.
  • Read and interpret technical instructions, safety rules, operating guidelines, and procedure manuals.
  • Maintain confidentiality and exercise discretion when handling sensitive or proprietary information.
  • Analyze, track, and recommend solutions for technology issues, employing an effective course of action.
  • Prioritize tasks, manage time effectively, and adhere to strict deadlines for system maintenance and issue resolution.
  • Assist departmental staff in evaluating options for potential technology applications and systems.
  • Perform minor hardware repairs and coordinate with support vendors for software and hardware issues.
  • Track, administer, and organize a variety of hardware, software, licenses, and support agreements.
  • Document expenses accurately and adhere to prescribed budgets.
  • Respond to and identify user network and computer-related problems.

EDUCATION AND EXPERIENCE

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be at least (2) years of progressively responsible experience providing technical support, systems administration, network administration or related IT services in a business environment.

Completion of college-level coursework in Information Technology, Computer Science, Cybersecurity, Information Systems, or a related field is desirable. A Bachelor's degree in a related field is strongly preferred but not required.


CERTIFICATIONS AND LICENSES

Candidates are required to possess a valid California Class C Driver's License upon hire. While preference will be given to applicants with foundational certifications such as CompTIA A+ and Network+, we highly value a diverse range of IT certifications. Ideal candidates may also hold advanced certifications in areas including, but not limited to, network security (e.g., CCWP, CCNA, Security+), project management (e.g., PMP), and other relevant IT disciplines.
