Description
Key Responsibilities
- Lead assigned capital projects from concept to close-out, ensuring clear scope, plans, budgets, risks, milestones and handover requirements.
- Deliver safely in live operational environments, coordinating internal teams, consultants, contractors and suppliers while minimising disruption to customers, assets and operations.
- Apply Jersey Water governance, audit and stage gate controls, maintaining accurate reporting on progress, cost, risk, change and forecast outturn.
- Manage budgets, procurement inputs, contracts, change control, compensation events and supplier performance within agreed delegations.
- Identify and manage risks, issues, dependencies and opportunities, escalating decisions and recommendations clearly where required.
- Engage stakeholders across operations, safety, security, commercial, finance, regulators and external partners to secure timely decisions and delivery outcomes.
- Support audits, gateway reviews, lessons learned and continuous improvement across the Capital Delivery function.
- Provide guidance to Project Managers and project team members, promoting consistent project management practice, tools and behaviours.
Skills, Knowledge and Expertise
- A strong track record of delivering complex capital, infrastructure or estates projects from concept to close-out, with clear control of scope, cost, programme, risk, quality and handover.
- The ability to lead safe and effective delivery in live operational environments, balancing project outputs with service continuity, customer impact and operational resilience.
- Strong leadership capability to guide, mentor and support Project Managers and project team members, promoting consistent project management practice, clear accountability and high-quality delivery.
- The confidence to provide practical advice, challenge and support to the wider Jersey Water capital plan, helping shape delivery priorities, improve project controls and support informed decision-making.
- Strong technical, commercial and asset management judgement, with clear focus on cost, risk, deliverability, whole-life value and long-term asset performance.
- A clear understanding of project governance, assurance, audit, reporting and stage gate controls, with the discipline to apply Jersey Water policies, processes and delegated authorities consistently.
- A relevant project management qualification or certification, such as PRINCE2, APM or PMP, or equivalent experience gained through senior capital project delivery.
- Experience with NEC contracts, CEMAR, Primavera P6 or similar contract and planning tools is desirable.

- Pension – Membership of the defined contribution scheme. Jersey Water pays 5% up to 5 years’ service and then 10%, employees pay 5%. A matching scheme is available whereby Jersey Water matches additional voluntary contributions up to a maximum of 5%.
