WE ARE HIRING: COMMUNICATIONS ANALYST

DEFINITION
Under general supervision, the Communications Analyst will support various activities related to internal communication, community relations, public affairs, and media relations to enhance the image and understanding of the San Bernardino Superior Court among its employees, community, justice partners, elected officials, and the media.
This position typically reports to the Communications and Public Affairs Officer, with some direction provided by the Court Executive Officer, of Deputy Executive Officer.
For additional details about the role, please review the full job description: COMMUNICATIONS ANALYST- Design, create and edit basic digital and print content utilizing a combination of off the shelf graphics, texts and programs, to be used on the court website, social media platforms, annual report, presentations, videos, still graphics, and community outreach.
- Operate and direct the operation of audiovisual equipment, including cameras, microphones, etc.; Film and edit internal and public facing productions; Design and maintain an audio visual library system; Produce live meetings, town halls, and other broadcasts by operating and controlling multiple cameras, remote videoconferencing equipment, and critical support for meetings when needed.
- Facilitate social media engagement and improve website performance, optimization, and responsiveness across devices and browsers such as with Drupal, WordPress, or other related content management systems.
- Work with the internal customers to determine project scope and in consultation with the Communication and Public Affairs Officer write scripts for internal and external productions, produce and direct storytelling videos using a combination of artwork, sound and images.
- Compiles and prepares other visual forms of communication using department analytics, statistics, outreach efforts, etc.
- Provides administrative support to the Communication and Public Affairs Officer, including responses to media inquiries, public records requests, and official communication.
- Keep skills current with the latest versions of software, hardware and industry trends.

Graduation from an accredited four (4) year college or university or equivalent from an accredited institution in television or film production, multimedia or educational media, communication/liberal arts, photography, business administration or closely related field and at least three (3) years of progressively responsible experience in two or more of the following areas: 1) writing and editing educational/informational materials for internal or external communication; 2) high resolution digital photography; 3) videography, which included video editing, set design, and post production activities.
Substitution: Applicants with an additional two (2) years of qualifying experience may qualify with thirty (30) semester (45 quarter) units of completed college-level coursework from an accredited college or university in television or film production, multimedia or educational media, graphic design, communications, business administration or other closely related field.
Licenses; Certificates; Special Requirements:
A valid California Class C driver's license and the ability to maintain insurability under the court's vehicle insurance program.
Knowledge of:
- Principles, methods and practices applied in design and implementation of communications, public affairs, community outreach and advertising programs;
- Principles and practices of public and/or business administration and project management;
- California judicial system and trial court operations and procedures;
- Methods, techniques and styles of business and article writing, organization, spelling, grammar, editing, punctuation, and word usage;
- Techniques of graphic design, layout, print production and implementation of communications and advertising programs;
- Methods and techniques of writing for advertising, marketing and public relations;
- Website development and content management;
- Communication tools, including website and social media tools;
- Social media strategies as a stakeholder communication method; and,
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets and databases.
Ability to:
- Plan, organize, and administer communications and public information program activities;
- Create effective graphic designs and creative approaches for use in public information and communication programs;
- Travel outside of the court as needed;
- Interpret information and situations, and make recommendations in accordance with applicable policies, regulations and guidelines;
- Develop communications and public information program policy and procedures;
- Coordinate and manage multiple projects simultaneously;
- Prepare reports, written and oral presentations, utilizing print and electronic media;
- Stay abreast of trends and changes in communications field, including methodology and technology changes related to print and electronic media;
- Prepare and present clear, concise and comprehensive studies, reports, correspondence and other written materials;
- Communicate clearly and effectively both orally and in writing to diverse audiences;
- Represent the Court effectively in dealings with multiple external organizations and people;
- Present proposals and recommendations clearly, logically and persuasively;
- Operate a computer and use standard business and case management software;
- Use tact and diplomacy dealing with sensitive and complex issues, situations and concerned people; and,
Establish and maintain effective working relationships with all those encountered in the course of work, including the media.
